RESOLUTION NO. 21-084
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON APPROVING A PURCHASE AND SALE AGREEMENT FOR THE
PURCHASE OF 14.4 ACRES OF PROPERTY ON EVANS VISTA AND AUTHORIZING
THE CITY MANAGER TO EXECUTE ALL DOCUMENTS NEEDED COMPLETE THE
PROPERTY PURCHASE
WHEREAS, on August 16, 2021, the City Council authorized the City Manager to
execute a purchase and sale agreement, contingent on final City Council approval, for 14.4 acres
of property on Evans Vista, specifically Jefferson County Assessor Tax Parcel number
001094806; and
WHEREAS, the City anticipated purchasing the property for affordable, workforce, and
mixed income housing using Department of Commerce grants; and
WHEREAS, the City staff provided a property purchase due diligence briefing at the
December 6, 2021 regular business Council Meeting; and
WHEREAS, the City Council authorized a contract with WillametteCRA to perform a
cultural resources survey as part of the City's due diligence; and
WHEREAS, WillametteCRA discovered a possible quarantine center on the property
which may affect the value of the property; and
WHEREAS, the purchase and sale agreement calls for an escrow account in order to
mitigate any possible cultural resources; and
WHEREAS, the City has negotiated a purchase price of$1,330,000 plus costs;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, approving the purchase of 14.4 acres of property on Evans Vista and
authorizing the City Manager to execute all documents need to complete the purchase.
ADOPTED by the City Council of Port Townsend, Washington, at a regular meeting
thereof, held this 20t" day of December 2021.
