RESOLUTION NO. 21-068
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING THE CITY MANAGER TO EXECUTE AN
INTERLOCAL AGREEMENT WITH JEFFERSON COUNTY TO SUPPORT
AFFORDABLE HOUSING AND HOMELESS HOUSING PROGRAMS
WHEREAS, on November 26, 2018, the Port Townsend City Council approved an
Interlocal Agreement with Jefferson County to support affordable housing and housing homeless
programs pursuant to RCW 36.22.178, RCW 36.22.179, and RCW 36.22.1791; and
WHEREAS, the 2018 ILA created a Joint Oversight Board and a Homeless Task Force
charged with evaluating and recommending housing and homeless program expenditures to the
Jefferson County Board of Commissioners; and
WHEREAS, the parties amended the 2018 ILA in January 2020 to add the newly
authorized sales tax; and
WHEREAS, the 2018 ILA required the creation of a five-year housing the homeless plan
that was drafted by the Housing Task Force before the statutory deadline; and
WHEREAS, the parties desire to streamline the process and allow for greater transparency
and participation by elected officials;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, the City Manager is authorized to execute an interlocal agreement with
Jefferson County to support affordable housing and homeless housing programs.
ADOPTED by the City Council of Port Townsend, Washington, at a regular meeting
thereof, held this 1St day of November 2021.
