Approval of Minutes for October 6, 2021 Meeting The minutes of October 6, 2021 were unanimously approved. Public Comment None Chair’s Report Jason explained that City Council requested to see the Arts Commission’s proposed 2022 workplan before making a final decision on Arts Commission funding for next year. 2022 Workplan Commissioners suggested ideas for the 2022 workplan. Diane offered to provide a list of sample projects from the City of Bainbridge Island. The Commission voted 4-0 (Nhatt left the meeting just prior to the vote) to task the Chair with drafting the 2022 workplan, including (1) grant requests, (2) reexamining grant requirements, (3) collaborative projects, (4) poet laureate program, (5) work with Creative District, (6) evaluate F Street installations and explore remedies, and (7) public art oversight. Application for Financial Support – Interdisciplinary Artists in Motion Cosmo Rappaport discussed his new artist collective, which will host free interdisciplinary performances in late November. PTAC funding would compensate the teachers without having to charge the public to attend the shows. The Commission voted unanimously to fund $3,100. Public Art List & Maintenance Plan Update Dan generally discussed the public art list and answered Commissioner questions. He will wait to contact Sarah Mall Johani until the Commission decides what to recommend to Council regarding the F Street installations. There was general agreement to add advocating for a dedicated public art City staff member to the workplan. (i.e., wheelchair seating, elevator or lift if more than one floor) Describe how your project will benefit and consider the diverse population of the greater Port Townsend community: Within the Port Townsend and East Jefferson area there are few “active” spaces and opportunities for folks to gather, share space, and imagine community. The Barn Jam event (which has had two prior events both in October and November) is proving to be a wonderfully vibrant place of meeting that this community so deeply needs. The initial Idea for this Event was cultivated by Mark Hardy and Weston Pratt both East Jefferson County musicians and DJ’s. For the past four years they have both stewarded music and dance events that have been successful in providing opportunities for Local folks to meet, be inspired, and collaborate. With this barn Jam their intention was to make a covid safe & accessible Dance event where the diverse and multi- cultural communities within the greater east Jefferson county can find belonging and form stronger creative and social bonds. Barn Jam is an alternative meeting place where the center piece of the socializing does not revolve around alcohol or the exchange of money. Since the first Event in October Cosmo Rapaport (founder of IAM) has been working to envision and experiment with Performance in this event. Transforming this Barn to a safe space that features the many kinds of performance art and live music that is often not seen heard or supported by the traditional performance venues in the area. While maintaining the vision of a free dance, Cosmo’s want to have marginalized artists supported and paid is an eventual goal. The larger benefit to the East Jefferson community, has already been noted and seen. From the first two Barn Jams at White lotus Farm we have had over 100 people attend each of the events. For covid safety it is important to note that the Barn is an indoor- outdoor space with 3 posable Barn walls that are always kept open, there is also a vaccine requirement upon entry, and masks are required while on the dance floor. The current line up of performers is: Live music and dance trio - Carrie, Greta, and Maddy who are a local Kate Bush inspired dance Troupe Local Drag Performers - Bobby for Bobby and Golden Powers Local Belly Dancer - Emily Paris Local performance artist - Cosmo Rapaport Local digital Graphic artist - Patrick ward Explain how the City’s funding will support the project. If the project can still be done without City funding, show how the requested funds will improve the project: The city’s funding would go directly to paying 9 Performers and musicians, who otherwise would not get payment for their LABOR. This grant proposal similar to the other two I have submitted- is about creating a setting for many different artists to put forth their creative forces, and have the funding of their work not come from other folks who live below the poverty line. With the City's funding, The Barn Jam Performances would have the financial support without being dependent on tips or donations. Similarly getting this funding from the city will enable each performer to have an actual paper trail of getting paid for their work (which is so often under the table). Explain how the project will either target Port Townsend/East Jefferson residents or, if the event is designed to bring in visitors from the area, how you will advertise to those visitors: The Barn Jam event at White lotus, has already created quite a buzz within the community of performance drawing crowds from all over east Jefferson county. The main ways that we have been doing publicity have been via facebook, word of mouth, and a digital event forum. As these methods have been working for us with the past two events we will continue to use these forums for spreading the word for the December 11th FREE PUBLIC Barn Jam. If this event has received Arts Commission funding in the past, please explain any proposed changes to the event and any change in the requested funding amount. We are a 501(c)3 non-profit: EIN 91-6013489. 2021 City of Port Townsend Arts Commission Grant Report for First Friday On Demand to City of Port Townsend Thursday, November 11, 2021 Dear John, We thank the City of Port Townsend for their generous commitment to support the final three events of our 2021 First Friday Speaker Series! The $2,700 commitment enabled us to hire a local videographer to produce and livestream each of these final three events between September and November. About 125 individuals registered for or participated in the live events. Edited recordings of each event are available on request for replay indefinitely. About 75% of our September through November First Friday participants (~94) resided in Port Townsend. Port Townsend residents and other East Jefferson County residents combined to make up about 80% of the live audience (~100). The remaining live event audience was made up of viewers residing elsewhere in western Washington as well as other states like Vermont, North Carolina, and California who accessed the livestreams or recordings. All three programs were offered on a pay-what-you-wish basis with no fee required to participate. No printed materials were produced specific to the final three First Friday events, but PTAC’s support was acknowledged in promotion of the events on JCHS’s website, in our monthly enews, and verbally during each recorded event. Please accept this report and the invoice we have provided with it as our request for payment of the $2,700 Arts Commission grant, payable to the Jefferson County Historical Society.
