HomeMy WebLinkAbout021821 MInutes Joint ICG MINUTES Regular Meeting of the Intergovernmental Collaborative Group (ICG) Thursday, February 18, 2021 at 5:00 p.m. Commissioners’ Chambers - 1820 Jefferson Street, Port Townsend. Virtual Meeting CALL TO ORDER: Intergovernmental Collaborative Group (ICG) Rotating Chair/Jefferson County Commissioner Kate Dean called the ICG Joint Special Meeting to order at the appointed time. The following members and staff participated remotely and introduced themselves: Jefferson County Board of Commissioners and staff: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour. Staff present: County Administrator Philip Morley Port Townsend City Council and staff: Mayor/Councilmember Michelle Sandoval, Councilmember Amy Howard, Councilmember Ariel Speser, Councilmember Owen Rowe, Councilmember Pam Adams and Councilmember Monica Mick-Hager. Staff present: City Manager John Mauro Jefferson County Public Utility District (PUD) No. 1 Board of Commissioners and staff: Commissioner/President Dan Toepper, and Commissioner Jeff Randall. Staff present: PUD General Manager Kevin Streett Port of Port Townsend Board of Commissioners and staff: Commissioner/President Pete Hanke, Commissioner Bill Putney and Commissioner Pam Petranek. Staff present: Executive Director Eron Berg. CONGRESSMAN DEREK KILMER: REPORT AND QUESTIONS: Rotating Chair Dean introduced Congressman Kilmer who provided a report on sate efforts to combat COVID-19, legislative update, vaccinations, broadband and other miscellaneous items. He answered questions posed by the ICG members in attendance regarding the Build Back Better Grant Program, unemployment, HB7483: Flexible Financing for Rural America, retail authority regarding broadband, grants for the Arts, reopening of the Canadian Border, emergency rental assistance and infrastructure. Rotating Chair Dean thanked Congressman Kilmer for attending the meeting. ACKNOWLEDGEMENT OF PUBLIC COMMENTS: Rotating Chair Dean noted one comment was received. REVIEW AND ADOPT MEETING MINUTES: Clerk of the Board Carolyn Gallaway noted a correction made to the draft minutes of February 4, 2021 prior to the meeting. In the Acknowledgement of Public Comments section, Commissioner Eisenhour noted that the minutes referred to “Pope Marine” when it should have read “Port Townsend Paper.” Clerk Gallaway noted that since that is how it was stated in the meeting, it cannot be changed, but she will add the correct reference in the minutes. Member Hanke moved to approve the Special Meeting Minutes of February 4, 2021 with the edit mentioned. Member Putney seconded the motion. The motion carried. DEBRIEF re: CHARLES MAROHN JR. STRONG TOWNS PRESENTATION: Member Petranek provided a brief summation of the presentation and opened the floor to discussion. UPDATES ON COVID RECOVERY AND RESILIENCY PLAN IMPLEMENTATION: Staff liaisons from the following community groups provided status reports: Broadband, Children and Families, Culture and Events, Economy and Jobs, Food System Resiliency, Human Services. ICG members discussed implementation of the plan. Intergovernmental Collaborative Group Regular Meeting Minutes of February 18, 2021 Page 2 of 2 ICG WORK PROGRAM IDEAS FOR 2021: County Administrator Morley gave a presentation on 2021 Work Program Ideas, which was created in collaboration with the Port of Port Townsend, PUD and City of Port Townsend administrators. He explained the creation of a Public Sector Cabinet with the Economic Development Council (EDC) Team Jefferson. NEXT STEPS AND FUTURE AGENDA ITEMS: The ICG meeting members would like to discuss the following issues in upcoming meetings: Associate Development Organization (ADO), and potential COVID-19 funds disbursement. NOTICE OF ADJOURNMENT: Rotating Chair Dean adjourned the meeting at 7:13 p.m. until the next regular meeting or special meeting as properly noticed.
