Virtual Meeting CALL TO ORDER: Intergovernmental Collaborative Group (ICG) Rotating Chair/Port of Port Townsend Commissioner Pam Petranek called the ICG Joint Special Meeting to order at the appointed time after the Board of County Commissioners, the Port Townsend City Council, the Public Utility District No. 1 Board of Commissioners, and the Port of Port Townsend Board of Commissioners called their respective meetings to order. The following members and staff participated remotely and introduced themselves: Jefferson County Board of Commissioners and staff: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour. Staff present: County Administrator Philip Morley Port Townsend City Council and staff: Mayor/Councilmember Michelle Sandoval, Councilmember Amy Howard, Councilmember Ariel Speser, Councilmember Owen Rowe, Councilmember Pam Adams Councilmember David Faber, and Councilmember Monica Mick-Hager. Staff present: City Manager John Mauro Jefferson County Public Utility District (PUD) No. 1 Board of Commissioners and staff: Commissioner/President Dan Toepper, and Commissioner Jeff Randall. Staff present: PUD General Manager Kevin Streett Port of Port Townsend Board of Commissioners and staff: Commissioner/President Pete Hanke, Commissioner Bill Putney and Commissioner Pam Petranek. Staff present: Executive Director Eron Berg and Clerk Karen Erickson ACKNOWLEDGMENT OF PUBLIC COMMENTS: Rotating Chair Pam Petranek thanked the public for the written comments we received, and welcomed the elected officials to follow up individually, outside of tonight's meeting. PURPOSE OF MEETING: Rotating Chair Petranek introduced Strong Towns Speaker Charles Marohn, Jr. and thanked him for giving tonight’s presentation. The purpose of the meeting is to invigorate community conversations through an inspiring and educational public process to shape future discussions, decisions and investments within our organizations, collaboratively with community partners, businesses and residents. PRESENTATION re: STRONG TOWNS: Mr. Marohn gave a presentation on Strong Towns which is a model of development that allows cities, towns and neighborhoods to become financially strong and resilient. He applauded the ICG for working together and creating a common framework for discussion. DISCUSSION WITH THE SPEAKER: Mr. Marohn answered questions posed by the ICG and members of the public. Questions and comments included the following: • Risk of sea level rise • Pope Marine \[Port Townsend Paper\] owning water rights • Balancing COVID-19 and long-term economic approach • Growth Management Act (GMA) issues Intergovernmental Collaborative Group Special Meeting Minutes of February 4, 2021 Page 2 of 2 • Affordable Housing • Safer roads/streets • Incremental improvement projects • Zoning requirements/square footage • Parking policies • COVID-19 effects on the economy • Investments: broadband, communications, high speed internet • Development pattern NOTICE OF ADJOURNMENT: Rotating Chair Petranek thanked everyone for participating and adjourned the meeting at 6:59 p.m. until the next regular meeting or special meeting as properly noticed.
