Adjourn DRAFT CITY OF PORT TOWNSEND MINUTES OF THE SALARY COMMISSION SEPTEMBER 28, 2021 CALL TO ORDER The Port Townsend Salary Commission met on Tuesday, September 28, 2021, virtually in the City Council Chambers at 540 Water Street. Chair Deborah Stinson called the meeting to order at 3:00 p.m. Other members present were Jack McCreary, Kristine Morris, George Randels, and Julia Cochrane. Also present: Heidi Greenwood, City Attorney APPROVAL OF MINUTES Minutes of the 8/31/2021 and 9/14/2021 (as corrected) were approved DISCUSSION Interview of Council Member Amy Howard  Council Member Howard reports that preparation for Council meetings can be one to eight hours depending on how many times she has reviewed the agenda items and if more research is needed.  Council Member Howard says that her job allows her the flexibility to be on Council but that is something she negotiated as part of her job.  She believes a stipend for phone or internet would be appropriate.  The Council salary is too low, and it feels burdensome to be a part of Council.  Council hours are intense and are burning people out because their work is undervalued. Discussion of Cost-of-Living Adjustments  Chair Stinson reported that at least one comparable city has a cost-of- living adjustment for Council salaries. Interview of Council Member Ariel Speser  Council Member Speser says that each Council meeting requires three to fifteen hours of preparation time depending on the agenda items.  She is part of several outside boards and commissions that require between one to four hours of preparation times; when she has a leadership role on a committee, there is significantly more time to prepare. DRAFT  She is able to be flexible in her employment so that she can attend to her Council duties; this was something she negotiated as part of her job.  She would like to see some type of Council workspace for time efficiency.  The City Council salary is not worth her time away from her family.  Council Member Speser does not want to see money taken from staff to pay Council. Interview of Council Member Monica MickHager  Council Member MickHager mentioned that she prepares on average five hours for each Council meeting.  Her outside boards and commissions are an average of 27 hours per month.  She spends 15-20 hours per month interacting with constituents.  She believes the salary is a barrier to some running for Council and she would like to see more diversity on Council. PUBLIC COMMENT - NONE SET AGENDA FOR NEXT MEETING AND FUTURE MEETING SCHEDULE The Commission plans to discuss gathered data at the next meeting on October 12, 2021 at 3:00 pm. The meeting will be held virtually. ADJOURN There being no further business, the meeting was adjourned at 4:55 p.m. Jefferson County Public Hospital District Commission/Board Compensation Questions Responses by Jill Buhler Rienstra What is the base pay for Commission/Board members? By statute, hospital district commissioners receive compensation for service on the board at a rate pursuant to RCW 70.44.050. These rates are adjusted for inflation every five years. As of July 1, 2018, the rate is $128 per day up to an annual compensation limit of $12,288, WSR 18- 11-088 For the Chair? The chair does not receive any additional compensation for the title. How is Commission/Board base pay calculated? See above. What are the escalators of Commission/Board base pay? See above. What are the historical data for Commission/Board base pay from 2007 to 2021? Prior to 2018, compensation was $114 per day with an annual cap of $10,944; and before that, $104 per day with a $9,984 yearly cap. Are there any other Commission/Board benefits? If a district provides “group insurance” for its employees, it may provide the same insurance to its commissioners. The insurance may cover immediate family and dependents, RCW 70.44.050. As the statute does not limit the types of insurance that may be provided, presumably this could include any type of group insurance maintained by the district for its employees, such as health, life, dental, or disability insurance. At Jefferson Healthcare, commissioners receive health and dental insurance for themselves and their immediate family. They are also reimbursed for reasonable expenses incurred in connection with district business and meetings, including subsistence and lodging and travel while away from their place of residence. None How is Commission/Board base pay calculated? By local ordinance, Commissioners receive 47% of state judges’ salaries as set by the state Salary Commission. What are the escalators of Commission/Board base pay? Annual COLA adjustment (approximately 1.5 to 2.0%). Otherwise, salary is escalated when the State Salary Commission raises the state judge salary, which is considered every 2 years. They are considering increasing to 50% of judges’ pay but if they do, it would take effect for each commissioner after they are re-elected. Four monthly meetings plus many, many committee meetings. This is a full-time job with legislative, executive and quasi-judicial functions, unlike City Council which is strictly legislative.
