As you are aware, the City was interested in purchasing this easement in order to build a regional detention pond(s). The goals of this regional facility would have been to provide regional detention, improve water quality and to provide both wildlife habitat and open space. Unfortunately, the Public Works Department is unable to pursue this potential partnership any further at this point in time. Circumstances have changed since initial discussions of this project began. First, the Port Townsend form of government has changed from a city council - mayor form to that of a city council - manager. This change included a council election that brought us five new council members. This new council has not yet had the opportunity to review the storm water policy that Public Works feels justifies the acquisition of a conservation easement on your property. Until Council has the opportunity to review such policies Public Works does not feel it is prudent to proceed with this project. Second, the City Council has formed a steering group to review the Draft Storm Water Management Plan. This plan, once adopted, will help to set the procedures that would prioritize storm water projects such as this .one. In the Draft Storm Water Management Plan this project ranks very high in priority. But again, Public Works feels it necessary to put this project on hold until the public and council review of the Storm Water Management Plan is complete. The adoption of the Storm Water Management Plan is tentatively scheduled for June, 2000. It is still our belief that this project has great potential to be mutually beneficial. The facility would provide needed detention and water quality treatment for the citizens of Port Townsend and would provide monetary compensation for the value of the easement and an aesthetically pleasing open space on your property. We regret the necessity of delaying development of this project. Once the Storm Water Management Plan is adopted we may be able to begin discussions with you once again.
