The united states postal service (usPS), through cornerstone Architectural Group an outside consultant meeting the Secretary of the lnterior's Professional Qualification Standards for Historical Architecture, is initiating the section 106 process pursuant to 36 CFR 5800.3 because the USPS is planning to provide interior and exterior renovations at the above referenced Property. We have enclosed for your review the necessary documentation and analysis under $800.11 of the National Historic Preservation Act to support USPS's finding of no adverse effect to historic properties' please provide us with a written response within the thirty (30) day time period allotted by S800'3(cXa)' lf we have not heard back from you within those thirty days, we will assume you concur with our findings and will end the Section 106 process. lf you do not concur with the findings in this submission, please express your specific concerns and/or objections clearly in writing for our review and consideration' Undertaking pursuant to $g00.3(a), the USpS has determined that the proposed maintenance & rehabilitation of the property is an undertaking and has the potential to affect historic properties' USPS has determined that the property located at 1322 Washington Street, Port Townsend Washington is a National Register of Historic places status - eligible for the purposes of section 106 compliance for this undertaking to Port Townsend Historic District, a National Historic Landmark District. The 1gg7-1gg3 constructed, four-story (basement, first, second and third floor)building comprises of concrete footings; brick foundation; exterior walls of brick faced with sandstone ashlar; copper roofing; and original wood framed windows. constructed on the bluff overlooking the natural harbor, with approximately 40,000 square feet of interior sentry or Federar architecture. rhe architec;flin:lriii- .hl3T#.::l[T:"":,'fl:t":t-Ti;"ffi"Romanesque with quarry faced sandstone facades and a circular tower by the National Register ofHistoric Places' The main building area currenfly has a copper roof that drains into internal gutters withinterior drains' some of these drains are leaking causing the interior plaster to fail at a few locations. Thequarried sandstone ashlar facades have withstood the harsh northwest weather for a rong period of timebut have now begun to show signs of deterioration in the form of weathering, exfoliation, blistering,cracking and detachment' From our investigation and observations, the wood windows are assumed tobe the original timber windows that are in nleo of refurbishment and repair in order to maintain water andair tightness and to protect the interior environment. The scope of work for this project includes but is not rimited to repair and refurbishment of a, windows ofthe building' This includes abatement of the existing assumed read paint on the frames, repainting tomatch the existing color' repair of all sandstone facades and joints, and repair of various interiorcasing/trim and plaster from water intrusion. The USpS made this determination that since the proposed project includes repair and refurbishment of the existing windows to match existing and repair of ashlar sandstone per GSA repair procedures, that there will not be any visual effect on the National Register Historic Building or contributing resources. Histodc Properties within the Area of Potential Effects The USPS has reviewed existing information on historic property within the APE (lot) and has conducted a search on this property. The scope of work identified above and expanded on the drawing set, includes replacement with similar materials that are visible in order to maintain the historic accuracy and vernacular of the building. Determination of Effecf Based on our information search, it is our determination that no adverse effect to historic properties will result from this undertaking.
