Chair Deborah Stinson called the meeting to order at 3:01 p.m. Other members present were Jack McCreary, Kristine Morris, and George Randels. Julia Cochrane was excused. Also present: Heidi Greenwood, City Attorney and Nora Mitchell, Finance and Administrative Services Director APPROVAL OF MINUTES Jack McCreary moved approval of the minutes and George Randels seconded the motion. The minutes were unanimously approved with no changes DISCUSSION Review of requested data grid - •The commission reviewed the requested data grid, removed several items, and assigned members to various research tasks. Review of Council Interview questions •The commission reviewed the proposed questions for the council member interviews and agreed to several questions. Agenda for future meetings o Staff will invite council members for interviews during the next two meetings (Sept 14 and 28th with a possible third meeting on Sept 30th) o October 12 the commission will review the research with analysis on November 9. The October 26 meeting will be canceled. ADJOURN DRAFT There being no further business, the meeting was adjourned at 4:39 p.m. DRAFT CITY OF PORT TOWNSEND MINUTES OF THE SALARY COMMISSION SEPTEMBER 14, 2021 CALL TO ORDER The Port Townsend Salary Commission met on Tuesday, September 14, 2021 virtually in the City Council Chambers at 540 Water Street. Chair Deborah Stinson called the meeting to order at 3:00 p.m. Other members present were Jack McCreary, Kristine Morris, and George Randels. Julia Cochrane joined the meeting at 3:10 Also present: Heidi Greenwood, City Attorney and Nora Mitchell, Finance and Administrative Services Director APPROVAL OF MINUTES None DISCUSSION Interview of Council Member Owen Rowe •Council Member Rowe reported that he is a member of the Council Rules, Culture and Society, and the Ad Hoc Committee on Public Safety. He is also a member of the Jefferson County Developmental Disabilities Advisory Board, the Fort Worden Advisory Committee, and the Creative District •Council Member Rowe has tracked his Council time for the last several months and it averages 10 hours per week. •Council Member Rowe reports that Council is a part-time job that requires another job that is compatible with the Council schedule. Interview of Council Member Pamela Adams •Council Member Adams averages 1 ½ to 2 hours of preparation time per meeting. It was more time in the beginning of her time on Council. •She is part of the Council Culture and Society committee as well ClimateAction Committee, Public Health, PT Main Street HUD Loan Committee, andthe Lodging Tax Advisory Committee. •Council hours require a professional who has some flexibility in employment. •Council Member Adams feels the current Council compensation is embarrassing and disrespectful, but she acknowledges the City cannot afford seven full-time Council member salaries. Interview of Deputy Mayor Faber •Deputy Mayor Faber reports that he spends five to ten hours in preparation. •He is part of the LEOFF 1 committee, Jefferson Transit Board, and the CouncilInfrastructure and Development Committee. The Transit Board requires aparticularly lengthy preparation time of ten hours per meeting. DRAFT • Deputy Mayor Faber would like to see Council compensated with health insurance. • He says he spends 20 hours a week on Council activities, including meetings, preparation time, and mental energy. • The lack of additional compensation for the Deputy Mayor may be a barrier to some Council members seeking leadership positions. • He would like to see Council compensation include a cost-of-living adjustment. Interview of Mayor Sandoval • The Mayor spends an hour or two preparing for a Council meeting on average, but it depends on the agenda. • She is a member of many boards, including the EOC, the PDA liaison, the housing task force, and the housing joint oversight board. • She says it would be very difficult to have a regular nine-to-five job and be mayor. • She advocates for taking the County Commissioners total salary and diving it by seven. • She knows the City budget and that it cannot support her plan because the City would have to make operational cuts for Council. On the other hand, if the compensation is not adequate, then the City will not have broad representation. On how many committees or other boards do you serve on behalf of Council? How many hours of preparation for each of those? How long does it take you to travel to those meetings? And, how much time do you spend in those meetings? What are the aspects of the meeting preparation that are the most burdensome and time- consuming? On average, how many hours a month do you spend meeting with individual members or groups of the public? Given the time commitments you just mentioned, are you able to maintain enough employment with other organizations that you feel that you can maintain a living wage income? Are there forms of compensation other than salary that would assist you in reaching a living wage income? What role, if any, did Council salary play in your decision to run for office? Run for re-election or to not run for re-election? Do you think that the current salary for the City Council members creates a financial barrier for working class members of the community to run for office? Do you believe that the current City Council salary is appropriate compensation for the time commitment required? Is there anything else relevant to our work that we should know?
