RESOLUTION NO. 21-053
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO SUBMIT GRANT
APPLICATIONS TO JEFFERSON COUNTY AND EXECUTE A SURFACE
TRANSPORTATION BLOCK GRANT PROGRAM GRANT AGREEMENT IF
AWARDED.
WHEREAS, federal government transportation funds are distributed by Jefferson County
through a competitive grant process evaluated by a selection committee consisting of a Jefferson
County commissioner, a member of City Council, and a Jefferson Transit board member; and
WHEREAS, the Washington State Department of Transportation is planning two
roundabouts at Mill Road and Kearney Street; and
WHEREAS, the City would like to partner with WSDOT to augment the roundabouts for
pedestrian and bicycle safety; and
WHEREAS, the City plans to complete ADA ramps on Lawrence Street and would like to
augment that project with pavement reconstruction; and
WHEREAS, these two projects would be competitive projects for the Surface
Transportation Block Grant program and the City could afford the 13.5% match for them;
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, that the City Manager is authorized to submit a grant application to
Jefferson County with at 13.5% City match for the Kearney Street and Mill Road roundabout
projects as priority number one and the reconstruction of Lawrence Street as priority number two
and execute a Surface Transportation Block Grant program grant agreement if awarded.
ADOPTED by the City Council of Port Townsend, Washington, at a regular meeting
thereof, held this 161h day of August 2021.
