Adjourn DRAFT CITY OF PORT TOWNSEND MINUTES OF THE SALARY COMMISSION AUGUST 17, 2021 CALL TO ORDER The Port Townsend Salary Commission met on Tuesday, August 17, 2021 in City Council Chambers at 540 Water Street. Finance Director Nora Mitchell called the meeting to order at 3:00 p.m. Other members present were: Julia Cochrane, Jack McCreary, Kristine Morris, George Randels, and Deborah Stinson Also present: Heidi Greenwood, City Attorney APPROVAL OF MINUTES There were none. ELECTION OF CHAIR Deborah Stinson was elected chairperson by a unanimous vote. ACTIONS TAKEN Review Commission’s charge - •Heidi Greenwood reviewed the establishing ordinance and answered questions regarding the role of the commission and the binding nature of the decision that will be delivered to the City Clerk within 120 days •Discussion was held regarding the timeline and the commission agreed that a target date for the final report would be in mid to late November Data Needed to Assess Salary Requirements •Commissioners would like the following trend data provided (2007 – present) o City Budget Spending and/or Revenues o Property values o Poverty level o CPI – Social Security increase o Housing cost o # and types of meetings attended by City Council o Population change o Rental vacancy rate o Time on Market Real Estate o Interest rates o Comparable rates for other city councils – similar population size, similar income level, Washington state and regional data (Oregon, Idaho, Canada?) o Comparable rates for other agencies – PUD, County, Fire Commission DRAFT Staff to compile a grid of the data points above for further discussion at the next meeting and decision on who will be responsible for data research and compilation • Commissioners would like to interview current council members o Invite one council member to each meeting o Commissioners will bring a list of interview questions to the next meeting Agenda for next meeting o Review data needs o Review list of interview questions for council members PUBLIC COMMENT (AGENDA ITEMS ONLY) None SET AGENDA FOR NEXT MEETING AND FUTURE MEETING SCHEDULE Agenda for next meeting o Review data needs o Review list of interview questions for council members Upcoming Meetings: August 31, 2021 at 3:00 pm. ADJOURN There being no further business, the meeting was adjourned at 4:45 p.m. Kris Morris’ questions for Council regarding salary: On average, how many hours do you spend prepping for each City Council meeting? On how many committees or other boards do you serve on behalf of Council? How many hours of preparation for each of those? What are the aspects of the meeting preparation that are the most burdensome and time- consuming? On average, how many hours a month do you spend meeting with individual members or groups of the public? Given the time commitments you just mentioned, are you able to maintain enough employment with other organizations that you feel that you can maintain a living wage income? Are there forms of compensation other than salary that would assist you in reaching a living wage income? What role, if any, did Council salary play in your decision to run for office? Run for re-election? Do you think that the current salary for the City Council members creates a financial barrier for working class members of the community to run for office? Do you believe that the current City Council salary is appropriate compensation for the time commitment required?
