ORDINANCE NO. 3270
AN ORDINANCE OF THE CITY OF PORT TOWNSEND, WASHINGTON,
AMENDING PORT TOWNSEND MUNICIPAL CODE CHAPTER 2.20 OFFICE
HOURS
RECITALS:
The City Council of Port Townsend finds as follows:
1. The Port Townsend Municipal Code Chapter 2.20 states that City offices will be
open and available to the public between the hours of 8:00 a.m. and 5:00 p.m.
2. Due to the COVID-19 pandemic, the City closed City offices to the public to
comply with State of Washington public health requirements.
3. In response to Governor Inslee's Roadmap to Recovery, the City has slowly
opened to the public.
4. The City also added a front desk staffed by three Public Experience Liaisons
(PEL) who provide many in-person services to the public. The PELs normal
working hours are 8:00 a.m. to 5:00 p.m.
5. Changing the open hours of City offices will allow the PELs to prepare for
interacting with the public and complete their other tasks without interruption.
NOW, THEREFORE, the City Council of the City of Port Townsends hereby ordains as
follows:
Section 1. Chapter 2.20 Office Hours is amended as indicated in Exhibit A.
Section 2. Severability. If any sentence, clause or phrase of this ordinance should be held to be
invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase or work of this ordinance.
Section 3. Effective Date. This ordinance shall take effect and be in force five days after the date
of its publication in the manner provided by law. Publication of this ordinance shall be by
summary thereof consisting of the title.

All municipal offices of the city shall generally remain open and available to the public between
the hours of 9:00 a.m. and 4:00 p.m �.)G,) �� ,�an�h ��1�-la ��, Mondays through Fridays,
excepting the holidays listed in PTMC 2.20.020; provided, however, that the city manager shall
have the authority to adjust hours of availability for departments as special circumstances
warrant and temporarily close city offices for special and emergency purposes with advance
notice to the public.
2.20.020 Holidays.
The following days shall be observed as city holidays and nonemergency offices shall be closed:
