IN THE MATTER OF DECLARING
AN INTENT TO FACILITATE AND
EXAMINE JOINT VENTURES OF
COMMON SERVICE PROGRAMS

Whe.,was, the City Council of the City of Port Townsend and the Sefferson County Board of
Commissioners agree the public has an expectation of thc respective governmental organizations to
work collectively and cooperatively in thc citizens' best interests, and
Whereas, the City Council of the City of Port Townsend and the Jefferson County Board of
Commissioners believe this expectation can be brought forth by the thoughtful exz. mination and
collective action of the common service programs, capital facilities and telecommunications and
technology services each provides the public, and
Whereas, sharing and jointly developing sen, ice programs, capital facilities and telecommunications
and technology services to meet future needs may provide opportunities to reduce costs and provide
more effective customer services, and
Whereas, the City Council of the City of Port Townsend and the Jefferson County Board of
Commissioners have individually identified common programs, capital facility and
telecommunications and technology services needs thatexceed the respective individual jurisdiction's
ability to pay.
Now therefore be it resolved, that the City Council of the City of Port Townsend and the Jefferson
County Board of Commissioners agree to facilitate and examine joint ventures of all common service
programs, capital facilities and related telecommunications and technology services whenever
feasible, and
Be it further resolved that Jefferson County Board of Commissioners and the City Council of the City
of Port Townsend hereby direct staff from each agency to develop a working model to evaluate the
means to achieve the spirit of this resolution.
