RESOLUTION NO. 21-038
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, DECLARING THE GOLF COURSE WELL INSTRUMENTATION
AND CONTROLS SOLE SOURCE AND AUTHORIZING THE CITY MANAGER TO
SIGN A PURCHASE AGREEMENT WITH QCC QUALITY CONTROLS
CORPORATION FOR THE PURCHASE OF THE EQUIPMENT
WHEREAS,the City purchased a well pump and is installing a well at the Port
Townsend Golf Course to provide irrigation water; and
WHEREAS, the well instrumentation and controls must integrate with the City's
existing SCADA system or risk system failures; and
WHEREAS, QCC Quality Controls Corporation designed and built the City's existing
SCADA system; and
WHEREAS, consistency of operation and maintenance is efficient for the utility and
produces a higher degree of system reliability; and
WHEREAS, there is only one vendor that can integrate the well instrumentation and
control system with the existing SCADA without putting the system at risk; and
WHEREAS, City Council must authorize the sole source declaration for any purchase
over $30,000.00 that is a sole source; and
WHEREAS, City Council must authorize the purchase of any supply or equipment over
$30,000.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend to declare the purchase of well instrumentation and controls a sole source and to
authorize the City Manager to sign a purchase agreement with QCC Quality Controls
Corporation.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 7`" day of June 2021.
