RESOLUTION NO. 21-036
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND, WASHINGTON, APPROVING THE DESIGN CONCEPT FOR THE
DISCOVERY ROAD BIKEWAY AND SIDEWALK PROJECT AND AUTHORIZING
COMPLETION OF DESIGN DOCUMENTS AND ADVERTISING FOR
CONSTRUCTION BIDS
WHEREAS, the City has been awarded a Washington State Department of
Transportation Pedestrian and Bicycle grant in a total amount of$1,442,082; and
WHEREAS,the City has been awarded a State Transportation Improvement Program
(STP)Regional Funds grant in the amount of$434,5674 for the project;and
WHEREAS, Washington State Transportation Improvement Board Urban Arterial
Program awarded the City of Port Townsend agrant in the amount of$2,629,618 for improvements
to Discovery Road between Rainier Street and McClellan Street; and
WHEREAS, the City has completed the concept design phase for the project, including
the public process for this phase, and
WHEREAS, a stakeholder group participated in five meetings for the concept design
phase to help City staff and the project team select a preferred option for the project and develop
design concepts, the results of which were presented at a City Council workshop on May 10,
2021, and are illustrated in Exhibit A; and
WHEREAS, the next phase of the project is to complete the final design documents,
obtain necessary permits and bid the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, the City Council approves the design concept, as shown in Exhibit A, for
the Discovery Road Bikeway and Sidewalk Project and authorizes the City Manager to execute all
contracts for the completion of design documents and to advertise for construction bids.
ADOPTED by the City Council of Port Townsend, Washington, at a regular meeting
thereof, held this 17"' day of May 2021.
