RESOLUTION NO. 21-019
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, AUTHORIZING AND DIRECTING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT EXTENSION WITH MCS
COUNSELING GROUP LLC FOR A POLICE DEPARTMENT NAVIGATOR
WHEREAS, in 2019, the City of Port Townsend entered into an agreement with MCS
Counseling Group LLC to provide the Port Townsend Police Department with police navigator
services; and
WHEREAS, MCS Counseling Group LLC's fulltime navigator began service 2019 and
has had great success in connecting the residents of Port Townsend who struggle with mental
health, substance abuse, and homelessness with required and beneficial services; and
WHEREAS, due to State budgeting priorities, police departments increasingly find
themselves on the frontlines in providing services to Washington State residents who struggle
with mental health, substance abuse, and homelessness; and
WHEREAS, the City of Port Townsend Police Department foresees a continuing need
for mental health, substance abuse, and related services and desires to continue working with the
navigator provided by MCS Counseling Group LLC;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend that the City Manager is directed to negotiate and execute an agreement extension
with MCS Counseling Group LLC to provide a fulltime navigator through the end of 2021, with
annual renewals thereafter.
ADOPTED by the City Council of the City of Port Townsend at a special meeting
thereof, held this 5th day of April 2021.
