A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE CITY MANAGER TO SIGN AN INTER-AGENCY COOPERATION
AGREEMENT BETWEEN THE CITY OF PORT TOWNSEND AND PORT TOWNSEND
SCHOOL DISTRICT//50 FOR THE 1999/2000 SCHOOL YEAR SWIMMING
INSTRUCTION PROGRAM.
WHEREAS,
pursuant to RCW 39.34 the City and the School District have the Power to enter
into an inter-agency agreement for the purpose of providing services and facilities
in a cooperative manner so as to best meet the various needs and development of
the community; and
WHEREAS,
the City Parks and Recreation Department, a public agency, is charged with the
responsibility to provide an opportunity for leisure time enjoyment for all citizens
through park, recreational, cultural and related activities; and
WHEREAS,
the School District owns a swimming pool which is part of the Mountain View
Elementary School facility, the ("Swimming Pool") and the School District desires to
offer a Swimming Instruction Program, ("Swim Program"), for its students at Grant
Street and Mountain View schools; and
WHEREAS, the City has hired employees that are certified and capable of conducting a Swim
Program and has been running such a program throughout the summer; and
WHEREAS,
the City administered the Swim Program for the school years 1996/97, 1997/98 and
1998/99 and wishes to enter into a new agreement for the school year 1999/2000,
and the School District agrees to assist in funding the program and make school
facilities available to the City for general community use; and
WHEREAS,
it is appropriate that the City and School District cooperate in providing the best
service possible at the least public expense through the use of school facilities and
City expertise for the benefit of all school-aged children; and
WHEREAS, the parties desire to unify operations to the extent possible in order to provide
better service for the community through better scheduling and cost effectiveness,
NOW THEREFORE, Be It Resolved, that the City Council of the City of Port Townsend
authorizes the City Manager to sign an Inter-Agency Cooperation Agreement, in substantially the
same form as attached, with the Port Townsend School District #50 for the purpose of providing the
1999/2000 School Year Swimming Instruction Program for students at Grant Street and Mountain
View schools.
Adopted by the City Council of the City of Port Townsend and signed by the Mayor
December, 1999.
