AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT WITH GRAY & OSBORNE, INC. TO PREPARE A
FACILITIES PLAN FOR MODIFICATIONS TO THE GAINES STREET LIFT
STATION, THE TRUNK SEWER AND THE WASTEWATER TREATMENT FACILITY
OUTFALL, AND AMEND THE WASTEWATER COMPREHENSIVE PLAN.
WHEREAS, the City and Contractor desire to enter into an Agreement to formalize their
relationship; and
WHEREAS, it would be beneficial to the City to utilize the Contractor as an
independent entity to prepare a Facilities Plan for modifications to the Gaines Street Lift Station,
the Trunk Sewer and the Wastewater Treatment Facility Outfall, and amend the Wastewater
Comprehensive Plan.
WHEREAS, such services require specialized expertise and training; and
WHEREAS, the City does not have sufficient staff or expertise to conduct such services
itself; and
WHEREAS, the Contractor has experience in Mechanical Engineering, and has pursued
specialized training in the area of wastewater; and
WHEREAS, the Contractor has been selected from the City's Professional Services Roster;
and
WHEREAS, the City has investigated the qualifications of the Contractor and f'mds that Gray
& Osborne, Inc. is well qualified to perform the services required; and
WHEREAS, the Contractor is willing and able to provide and perform said services,
N O W T H E R E F O R E
Be It Resolved that the City Council of the City of Port Townsend authorizes the City Manager
to sign a Professional Services Agreement with Gray & Osborne, Inc. to provide wastewater
planning and design services.
ADOPTED by the City Council of the City of Port Townsend, and signed by the Mayor this 6th
day of December, 1999.
