A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH ORSBORN CONSULTING GROUP
TO CONDUCT AN ANALYSIS OF STREAMFLOW CHARACTERISTICS NEAR THE
MOUTH OF THE BIG QUILCENE AND LITTLE QUILCENE RIVERS.
WHEREAS, the City and Contractor desire to emer into an Agreement to formalize their
relationship; and
WHEREAS, it would be beneficial to the City to utilize the Consultant as an independent entity
to conduct an analysis of streamflow characteristics near the mouth of the Big Quilcene and
Little Quilcene Rivers.
WItEREAS, such services require specialized expertise and training; and
WHEREAS, the City does not have sufficient stuff or expertise to conduct such services itself;
and
WHEREAS, the Contractor has experience in hydraulic research and report writing, and has
pursued specialized training in the area of civil and hydraulic engineering; and
WHEREAS, the City has previous experience with the Contractor, knows the qualifications of
the Contractor and finds that Orsbom Consulting Group is well qualified to perform the
services required; and
WHEREAS, the Contractor is willing and able to provide and perform said services; and
WHEREAS, said services are temporary in duration,
N O W T H E R E F O R E
Be It Resolved that the City Council of the City of Port Townsend authorizes the City Manager
to negotiate and sign a Professional Services Agreement with Orsbom Consulting Group to
conduct an analysis of streamflow characteristics near the mouth of the Big Quilcene and Little
Quilcene Rivers.
ADOPTED by the City Council of the City of Port Townsend, and signed by the Mayor this
20th day of January, 2000.
