HomeMy WebLinkAbout3261 Related to Utility Rates; Amending the Water Rates, Amending Chapter 13.05 of the Port Townsend Municipal Code, and Establishing an Effective Date Ordinance 3261 Page 1 of 2 ORDINANCE NO. 3261 AN ORDINANCE OF THE CITY OF PORT TOWNSEND RELATED TO UTILITY RATES; AMENDING THE WATER RATES,AMENDING CHAPTER 13.05 OF THE PORT TOWNSEND MUNICIPAL CODE, AND ESTABLISHING AN EFFECTIVE DATE RECITALS 1. In 2015, Council adopted Ordinance 3142, which revised the Water, Sewer, and Stormwater Utility rates, and which implemented a capital surcharge on Stormwater customers. 2. In 2016, Council adopted Ordinances 3145 and 3147, amending the eligibility criteria for the participation in the City's Low-Income Utility Program. 3. In 2017, Council adopted Resolution 17-001, authorizing the City Manager to enter into an agreement with FCS Group for a Water and Sewer Rate Study. As a result of that study, staff recommends implementing the water and sewer base rates and water and sewer capital surcharge rates in order to meet ongoing operating, maintenance and capital needs of the utility. 4. In 2018, Council adopted ordinance 3199 which revised the Water, Sewer, and Stormwater Utility rates. 5. The City water utility is developing a well at the City Golf Course. Once installed, the well will provide irrigation water. The City water utility will benefit significantly from the conservation provided by the well since customers, like the golf course, will not use the City's potable water supply for irrigation. Because of the installation of the well and the possibility of others, the City proposes a new rate for customers using irrigation water from a city owned and maintained well. This rate will not be charged the O&M rate or the capital surcharge in acknowledgement of the conservation benefits of the well for irrigation. NOW THEREFORE,the City Council of the City of Port Townsend do ordain as follows: Section 1. Amendment. A new section of the Port Townsend Municipal Code is added to Chapter 13.05 to read as follows,: 13.05.035 Irrigation Well Water Rate. Effective March 1, 2021, the irrigation well rate shall be $1.10 per 1,000 gallons. The volume charge shall be the complete rate. This rate is only for customers using City-operated irrigation wells for irrigation water. The volume charge is the complete charge, and customers using the irrigation well rate will not be charged the O&M rate or the capital surcharge. Effective January 1, 2022, the irrigation Ordinance 3261 Page 2 of 2 well rate shall be $1.29 per 1,000 gallons. Effective January 1, 2023, the irrigation well rate shall be $1.49 per 1,000 gallons. Section 2. Severability. If any provision of this Ordinance or its application to any person or circumstance is held invalid, the remainder of the ordinance, or the application of the provision to other persons or circumstances is not affected. Section 3. Effective late, This Ordinance shall take effect and be in force five days after the date of its publication in the manner provided by law. The new rates shall go into effect on March 1, 2021. Adopted by the City Council of the City of Port Townsend, Washington, at a meeting thereof, held this 16th day of February 2021.
