HomeMy WebLinkAbout020821 CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP OF FEBRUARY 8, 2021 CALL TO ORDER/ROLL CALL The Port Townsend City Council met in workshop session on the 8th day of February 2020 in Council Chambers at 540 Water Street. Mayor Michelle Sandoval called the meeting to order at 6:30 p.m. Councilmembers present at roll call were Pam Adams, David Faber, Amy Howard, Owen Rowe, Monica MickHager, Ariel Speser, and Michelle Sandoval. Staff members present were City Manager John Mauro, Public Works Director Steve King, City Engineer David Peterson, and City Clerk Joanna Sanders. DISCUSSION ITEMS Comprehensive Streets Program Overview City Manager John Mauro introduced the topic for Public Works Director Steve King and City Engineer David Peterson. Mr. King gave a briefing of key points of the Comprehensive Street Program previewing the background of the plan and policy as well as Street Operations covered in Chapters 1-3. Mr. Peterson then reviewed the street improvements, street preservation, and street programming in Chapters 4-5. Mr. King reviewed the structure of Chapter 7 on funding and funding options and then the proposed schedule. Public comment is being encouraged through Engage PT. Mr. King responded to questions reviewing the rating system for prioritizing pavement and even returning to gravel in some cases. Mr. King explained "worst streets first" or "best streets first" as a method of prioritizing street improvements. Mr. Peterson addressed some of the challenges of gravel treatments which should be addressed on a case by case basis. Public Comment: Scott Walker spoke about the importance of street drainage and road edge maintenance. Mr. King recognized the comment and spoke about the important pavement management work ahead. Bob Gray asked about the status of the Active Transportation Advisory Board. Mr. King said future meetings may be needed. During further Council discussion the following came up: engaging the public on different requirements, differing existing road conditions, storm drainage needs, and Council Workshop Meeting February 8, 2021 Page 1 of 2 what development regulations might be involved such as alleviating the requirements for two additional parking requirements for ADUs. Mr. King acknowledged getting input through outreach in order to prioritize funding. Mr. Peterson agreed staff has discussed reviewing the development requirements and funding is needed to begin to address. There was reference to information from the Strong Towns presentation last week. ADJOURN There being no further business, the meeting adjourned at 7:33 p.m..
