RESOLUTION NO. 21-006
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO SIGN A WASHINGTON
STATE DEPARTMENT OF ECOLOGY FINANCIAL ASSISTANCE LOAN
AGREEMENT FOR THE PERMITTING, DESIGN, AND CONSTRUCTION OF THE
WASTEWATER TREATMENT PLANT OUTFALL
WHEREAS, the Port Townsend National Pollution Discharge Elimination System Permit
requires the City replace its aging and leaking wastewater outfall; and
WHEREAS, on November 4, 2019, the City Council approved a Facility Plan Amendment
for the new outfall as part the funding request for the new outfall; and
WHEREAS, the City applied for funding assistance for the project; and
WHEREAS, the Washington State Department of Ecology awarded the City a loan of
$3,330,000 at 2.7% interest for the permitting, design, and construction of the outfall;
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, that the City Manager is authorized to sign a Washington State
Department of Ecology financial assistance loan agreement for the permitting, design, and
construction of the Wastewater Treatment Plant outfall.
ADOPTED by the City Council of Port Townsend, Washington, at a regular meeting
thereof, held this 4th day of January 2021.
