Approval of the Agenda The Jan. 5, 2021 meeting Agenda was approved unanimously (5-0). Correspondence/Attachments: None Appearance of Fairness: None. Public Comment (for any non-Agenda items) None Old Business A. HPC20-025, Trinity United Methodist Church (TUMC) – Exterior modifications to accommodate ADA/elevator access Bill Brock returned with additional project details and/or revisions to the TUMC porch and accessibility improvement project (609 Taylor St.). All details and/or revisions requested by HPC at their Jan. 5 meeting were addressed except for consideration of enclosing the new porch gable end and specific lighting fixtures. Bill explained TUMC’s desire for the porch gable to remain open (i.e. not enclosed) so the accessible entry appears as inviting as possible. Lighting fixtures were described as “Eastlake” in design; however, no fixture spec was provided. Staff mentioned that overall goals for exterior lighting is to keep it shielded, downward pointing and low intensity while still providing for adequate safety. No written or verbal comments from the general public were received. After questions and supportive comments by members, HPC recommended approval as presented (4-0), subject to staff review and approval of the exterior lighting. Topic Motions/Recommendation/Action New Business A. HPC20-028, 1st Security Bank exterior lighting replacement Shaun Novinbakht, building owner with Lexington Investments, was present to describe his lighting replacement project at the 1st Security Bank Building (734 Water St.). Via the submitted application materials and photographs provided by staff, Shaun outlined his project goals for replacement of all 26 existing light fixtures (several which are non-functioning) with LED technology to improve safety/building, appearance and to improve energy efficiency. Staff read into the record one (1) written public comment received on the project. The author expressed concern about adverse glare impacts from the existing fixtures which may be increased via LED replacements. The comments go on to advocate for fully shielded, downward pointing fixtures that do not allow light spillage off site. The use of 2,500K temperature fixtures was requested. Beyond this letter, no other written or verbal comments were received. After considering public comment, and reviewing the application and supporting materials, HPC acknowledged that appropriate replacement fixtures on this building need to reflect its construction date (c. mid-1970’s). Replacement fixtures also needed to be shielded, downward pointing to avoid light spillage off-property and to be low intensity in color (i.e. temperature). HPC recommended approval for the lighting replacement project (4-0), subject to staff review and approval of new fixtures that meet the design criterion specified. Other Business: None. Announcements: A. Report on SHPO review of Admiralty Apartments ground floor windows Staff reported on the dialogue had with SHPO concerning the Admiralty Apartments street level fenestration for the residential units. Next Scheduled Meeting: Feb. 2, 2021. Staff advised HPC that an application for new Creative District signage is expected for that meeting. CV Artist Bio Jonah Trople is a multidisciplinary artist, designer, and sign-maker. His work is decidedly layered; a bold, playful, and deceptively simple aesthetic weaves together the ideas of magic and memory with the themes of the human condition, cosmic history and place Through use of symbols and signifiers,Jonah's work illumi- nates a universal memory from the collective unconscious.Jonah's visual vocabulary tells a story that invokes a sense of wonder and mystery referring to something ancient and ancestral. Jonah lives and works in the traditional territory of the S'Kallam peoples, in Port Townsend, Washington on the shore of the Salish Sea. While his professional sign work can be found nationally - fabricating and installing large scale creations for clients such as Google, Whole Foods, Metropolitan Market, and MOD Pizza - his center of attention since starting a family has been more local and community oriented. Recently, he has enjoyed working with The Jeflerson County Histoiical Society, numerous clients along Water Street, and showing artworks at the Port Townsend School of the Arts. My work is freed from the traditional modalities of two and three dimensions often operating in both simultaneously. I use a bold, playful, and deceptively simple aesthetic to weave together the ideas of magic and memory with the themes of the human condition, cosmic history and place. I refcrence recogniz- able symbols and signifiers - although through deconstruction and abstraction their interpretation be comes multifacete d. With appreciation for C.G. Jung's researches into the human psyche I create forms that incite the viewer to create personal associations. My work aims to illuminate a universal memory from an atavistic collective unconscious. 2 Project Description I have always been interested in the relationship between the past and the contemporary. These wooden 'megalith' art markers aim to illuminate our connection between the past, pres- ent, and future. Simultaneously primitive and post-modern, the sculptures live in a world of equilibrium: conceptually and aesthet- ically. The scale and form of these art markers also lives in that equilibrium, while large enough to feel almost monolithic, they remain near-human in stature. The forms on the pillars are arranged not to create order, but rather spirit, stirring the viewers own reflection, insight, and symbolic imaginings. The cedar for the art markers will be sourced and milled locally here in Port Townsend, working with reclaimed wood if possible. The components of the pillars will be rough cut, and then refined using hand tools - allowing the makers tool marks visible. Internal steel tubing secures the separate shapes of cedar together, providing structural integrity while allowing the pillars to appear carved from a single block. The cedar will be sealed and white-washed, weather-rated in coastal conditions for 20* years. With time, like anything left exposed to the elements, the art mark- ers will collect a naturaL patina. This will allow the sculptures to truly become themselves. Using wood for these pillars is significant as it deepens the symbolic relationship between the sculptures and their place in Port Townsend; the art markers perhaps remind the viewer of nearby pier pilings on Union Wharf while also speakitg to the marine trades and wooden boat culture. Wood is a corner- stone in Port Townsend, both as the sacred living tree, but also as a material. All five Art Markers fit within the specified parameters. The approximate weight per sculpture is between 400-500lbs. based on Huber's Formula via USDA Forestry Service. This is a unique situation and without a brief, so I've provided a page of ideas to demonstrate possible routes we could travel. These designs are intended to be viewed as starting points and not necessarily reflective of a finished design.
