RESOLUTION 20-068
A RESOLUTION DECLARING AN EMERGENCY AND RATIFYING THE CITY
MANAGER'S APPROVAL OF ALL APPLICABLE DOCUMENTS TO ALLOW FOR
THE REPAIR OF THE BROKEN WATER MAIN AT MONROE AND WATER
STREETS.
WHEREAS, Section 3.46.090 of the City of Port Townsend Municipal Code, and
Section 39.04.280(1)(c) of the Revised Code of Washington allows exemptions to competitive
bidding requirements under emergency conditions; and
WHEREAS, on November 17, 2020, the City suffered a water main break that left 30%
of City customers without water, overflowed water on to Water Street, and damaged the
pavement and neighboring buildings; and
WHEREAS, the City Manager has declared repairs to the water main an emergent
situation based on the need to immediately repair the water main to stop the flow of water onto
the streets and restore service to the City customers; and
WHEREAS, the city's municipal code requires City Council to concur with the City
Manager's declaration of emergency by passage of a resolution; and
WHEREAS, the City Council finds that it is in the best interest of the City to declare an
emergency and authorize the execution of all necessary documents to repair the road,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
Section 1. The City Council hereby declares an emergency justifying the waiver of
certain contracting processes.
Section 2. The City Manager and Public Works Director's actions as set out in their
Memorandum dated November 19, 2020, are ratified and confirmed.
Sectioa 3. The City Manager may take any additional administrative actions consistent
with this resolution.

ADOPTED by the City Council of the City of Port Townsend at a regular meeting
