A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND CONFIRMING THE CITY'S POSITION IN REGARD TO
WRIA 17 WATERSHED PLANNING
WHEREAS, Washington State has given a grant of $242,000 to Jefferson County to
support a Water Resource Council with the purpose of compiling information about water
quality, quantity, habitat, and stream' flow; prioritizing areas for additional study; refining
water quantity and quality assessment with additional data; developing instream flows for
streams within (WRIA 17); assisting in habitat assessment; and coordination with
government and regional enhancement/restoration groups; and,
WHEREAS, the Planning Unit (PU), composed of governmental and non-governmental
organizations is tasked with developing Quilcene/Snow Management Plan through
consensus,
NOW, THEREFORE, BE IT RESOLVED THAT
Section 1. The City shall remain involved with the Jefferson County Water Resources
Council planning process.
Section 2. The City representatives in this process shall continue to promote the
following positions:
o No additional water withdrawals be allowed during low flow periods from
the Quilcene Rivers.
o Voluntary instream flows of 25 to 27 els in the Big Quilcene River be
formalized.
o Minimum instream flow of 6 cfs currently in place on the Little Quilcene
River is sufficient.
o Continue the City's cooperative efforts, working with the Hatchery and
other interested organizations to assess the requirements for fish migration
and spawning.
o The City's activities have not adversely affected quality or habitat of the
watershed.
