HomeMy WebLinkAbout091420 CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP OF SEPTEMBER 14, 2020 CALL TO ORDERIPLEDGE OF ALLEGIANCE The Port Townsend City Council met in workshop session on the 14th day of September 20120 in Council Chambers at 540 Water Street. Mayor Michelle Sandoval called the meeting to order at 6:30 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Amy Howard, Monica MickHager, Owen Rowe, Michelle Sandoval, and Ariel Speser. Staff members present were City Manager John Mauro, Finance and Administrative Services Director Nora Mitchell, City Attorney Heidi Greenwood, City Engineer David Peteson, Public Works Director Steve King, Community Services Officer Wendy Davis, and City Clerk Joanna Sanders. DISCUSSION ITEMS Update on Streateries/COVID Special Event Public Works Director Steve King gave the staff review on the parklets and streateries. He solicited any immediate changes that may be needed to the program. Community Services Officer Wendy Davis and PT MainStreet representatives Mari Mullen and Kris Nelson spoke about their experiences and their efforts to provide restaurants with this program. There was no public comment. With Council support, Mr. King offered to bring back an extension at the October 19 Council meeting and also engage in a public process on parking. Preliminary Revenue Estimates (2021) Finance and Administrative Services Director Nora Mitchell gave the staff briefing as detailed in the staff memorandum on 2020 and 2021 revenue projections. There was no public comment. 2021 Budget Assumptions and Proposed 2021 Budget Staff Priorities City Council Workshop Meeting September 14, 2020 Page 1 of 2 Ms. Mitchell gave a briefing and presentation on the budget timeline and 2021 Revenue Assumptions. Public Comment: Robert Gray spoke with suggestions on the budget process and urged a town meeting on the budget. (The Clerk read the written comment into the record). ADJOURN At 8:06 p.m., Council went into Executive Session - pursuant to RCW 42,30.110(1)(i) Current or Potential Litigation for 45 minutes with no action to be taken. At 8:58 p.m., Council came back into open session.
