RESOLUTION NO. 20-055
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO SIGN ALL THE
DOCUMENTS NECESSARY TO EXPAND THE CAPACITY OF THE RAINIER STREET
REGIONAL STORMWATER FACILITY
WHEREAS, the City of Port Townsend is developing and constructing a regional
stormwater system to serve properties along Rainier Street; and
W II AREAS, the City intends to allow developers in the Rainier Street corridor to pay for
stormwater mitigation in the regiowil system rather than manage stormwater on their properties;
and
WHEREAS, a private developer,whose property borders the intended bell .lit area of the
regional system has approached the City with a re Uest to expand the systom and requesting the
opportunity to rnitigate stormwater in the regional system; and
WHEREAS, the private developer will compensate the City for the increased capacity
prior to the construction of the facility; and
WHEREAS, the City may execute a change order with its contractor to expand the system
with minimal disruption to the construction schedule; and
WHEREAS, the expansion of the regional stormwater system and the development of the
property is for the public good, because it will encourage economic development and housing
construction in the Rainier Street corridor;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, the City Manager is authorized to execute an agreement with Rainier
Properties I LLC for the mitigation of 400,000 square feet of impervious surface in the regional
stor.n water system, a change order with Seton Construction, Inc. for the expansion of the facility
up to an e amount of$480,000, and any other agreements necessary for this expansion of the
project.
ADOPTED by the City Council of Port Townsend, Washington, at a regular meeting
thereof, held this 19th day of October 2020.
