A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
APPROVING AND AUTHORIZING, THE CITY MANAGER TO SUBMIT A GRANT
APPLICATION TO THE DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT BROWNFIELDS ECONOMIC DEVELOPMENT INITIATIVE IN
SUPPORT OF THE NORTHWEST MARITIME CENTER
WHEREAS, the City Council of the City of port Townsend considers it in the public interest to
acquire, cleanup and redevelop the Thomas Oil property for public benefit; and
WHEREAS, the Economic Development Element of the City's Comprehensive Plan encourages
the development of the Northwest Maritime Center (NWMC); and
WHEREAS, the NWMC is a qualified 501(c)(3) corporation (corporation #2-489-302-6;
unified business identification #301-537-165), and dedicated to the beneficial public purpose of
the acquisition and cleanup of a brownfield property on Port Townsend's shoreline (the "Thomas
Oil" property); and
WHEREAS, the city supports the NWMC because its success would demonstrate what can be
achieved when local governments and community organizations work together on economic
development initiatives; and
WHEREAS, the City Manager may be authorized to submit a grant application to the Federal
Department of Housing and Urban Development (HUD), Brownfields Economic Development
Initiative; and
WHEREAS, the City of Port Townsend would be the recipient of HUD grant funds to pass on
to the NWMC to be used to partially fund site cleanup and redevelopment of the Thomas Oil
property; and
WHEREAS, this resolution becomes part of a formal application to HUD's Economic
Development Initiative grant program; and
WHEREAS, adequate oppommity has been given for public input on this grant submittal by
evidence of the project" consistency with the city" Comprehensive Plan;
NOW, THEREFORE Be It Resolved by the City Council of the City of Port Townsend, that
the City Manager is hereby authorized to sign and submit a grant application to the Department
of Housing and Urban Development Brownfield Economic Development Initiative program in
support of the Northwest Maritime Center.
