HomeMy WebLinkAbout20-045 Adopting a 2020 Post Annexation Tax Restriction Policy Resolution 20-045 Page 1 of'2 RESOLUTION NO. 20-045 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, ADOPTING A 2020 POST-ANNEXATION TAX RESTRICTION POLICY WHEREAS, the City has signed an agreement with Jefferson Fire Protection District No. 1 doing business as East Jefferson Fire and Rescue that describes the terms for the City's potential annexation into the District; and WHEREAS, the annexation agreement restricts the ability of the City to levy property tax in the amount up to $908,000 for five years following the annexation vote to certain amounts and for specific purposes; and WHEREAS, Resolution 18-062 outlined a written public policy to implement the terms of the annexation agreement and ensure transparency for levying and expending of the restricted funds; and WHEREAS, Resolution 20-020 outlined a written policy for 2020 that required the City Manager to submit the proposal by August of 2020; and WHEREAS, the City launched a public engagement initiative and included the annexation funds as part of the engagement with the results expected in the fall; and WHEREAS, the current public health crisis limits the ability of the City to engage the public in traditional public meetings, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: Section 1. The City Council adopts the 2020 City of Port Townsend Policy Framework for Post-Annexation Tax Restrictions in substantially the same format as in the attached Exhibit"A." Section 2. The City Manager is authorized to take administrative actions consistent with this Resolution. The plan should include the project's reference to the allowed eligible uses pursuant to the approved Eligible Uses as identified above or other uses as agreed by East Jefferson Fire Rescue. Resolution 20-045 Exhibit A Page 2 of 2 The City Council will conduct a workshop on the proposal and make any modifications to the City Manager's recommendation. The process will also include public input. This input may include a noticed public hearing, an online survey, a townhall meeting, a virtual townhall meeting, or other process consistent with social distancing guidelines. This public process may occur prior to, during, or after the presentation of the City Manager's plan to the City Council. Public notice shall be given by publishing a notice of hearing ten days prior to a public hearing in the official City newspaper. The City Council shall approve, reject or modify the propose inclusion and use of the allowed post annexation property tax capacity to be included in the City Manager's proposed budget for 2021.
