HomeMy WebLinkAbout030320 Minutes HISTORIC PRESERVATION COMMITTEE SPECIAL MEETING MINUTES Date: March 3, 2020 Time: 3:00 pm Location: City Hall Conference Rm. #3 Members Present: Richard Berg (Chair), George Randels, Kathleen Croston, Kathleen Knoblock Members Absent: Craig Britton (Vice Chair), Cate Comerford (both excused absences) Staff Present: Senior Planner John McDonagh Topic Motions/Recommendation/Action Approval of Minutes Minutes for the Feb. 4, 2020 Regular meeting were approved (3 in favor; 1 abstained) Approval of the Agenda The May 5, 2020 meeting Agenda was approved unanimously (4-0). Correspondence/Attachments: None. Appearance of Fairness: Chair Richard Berg recused himself from the HPC discussion of DEM 20-003 as he is an agent for the owner. As Vice Chair Craig Britton was absent, the other 2 sitting members approved George Randels to act as Chair pro-tem for this item. Public Comment (for any non-Agenda items): No public comment was offered for any non-Agenda item. DEM20-003, 1715 Gise St. – demolition of 1715 Gise St. lies outside of the National Landmark Historic District (NHLD) and had brick chimney on a 1928 residence not been inventoried (i.e. scored) to determine whether it qualifies as historic. B. HPC18-009, Jefferson St. sidewalk – Haller No Action by HPC requested or required. Staff reported on the design change to the Fountain top steps and sidewalk options. sidewalk issues at the top of Haller Fountain stairs. As part of removing & replacing Topic Motions/Recommendation/Action several of the newly installed (but non-compliant with ADA) concrete panels, space on both sides of the stairs (each approx. 4’ x 4’ in size) would be left open for landscaping. This will aid in achieving ADA compliance with the top of stair landing. Announcements: HPC member Randels reported to the group on the Main Street Façade improvement program grant awards and on Main Street discussion on repurposing of the downtown Wayfinding signage. Staff reported on a meeting held with the Port of PT, the Washington Trust and other community stakeholders on Pt. Hudson projects (i.e. breakwater replacement and historic property assessment).
