RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND DIRECTING THE-PUBLIC WORKS COMMITTEE TO
REVIEW, EVALUATE, AND ASSESS, AND REPORT TO THE CITY
COUNCIL, WHETHER THE CITY SHOULD CONTINUE TO OWN,
OPERATE, AND SERVICE THE CITY'S MUNICIPAL WATER
DISTRIBUTION SYSTEM IN THE TRI-AREA
The City Council of the City of Port Townsend, Washington, resolves as follows:
WHEREAS, the City of Port Townsend operates a municipal water distribution
system ("System"); and
WHEREAS, this system operates both within the corporate municipal limits and
outside the corporate municipal limits, including in an area outside the corporate city limits
known as Tri-Area ("Tri-Area"); and
WHEREAS, the Tri-Area is generally located south of the city limits and east of
Four Comers Road ("SR-20"); and
WHEREAS, the facilities in the Tri-Area consist of customer service connections
and distribution piping, a 1.0 million gallon storage tank, two wells and associate treatment
facilities, an emergency well, and an extensive distribution system; and
WHEREAS, the City commissioned a Limited Appraisal of Water Distribution
System by R.W. Beck (June 2000) for purposes of establishing a range of values for the
system property in the Tri-Area; and
WHEREAS, the City Council determines it is appropriate and prudent management
to review, evaluate, and assess whether the City should continue to own, operate, and
provide municipal water service outside the corporate city limits to the Tri-Area; and
WHEREAS, the City Council determines it appropriate that the Public Works
Committee of the City Council review, evaluate, assess and report to the Council on this
matter; and
WHEREAS, a necessary part of a review would be for the Public Works
Committee to obtain, among other things, an inventory and appraisal of assets, and to
formulate and evaluate policy alternatives; and
WHEREAS, policy alternatives include retaining the Tri-Area within the municipal
water system, or selling the Tri-Area to the Jefferson County Public Utility District,
another public entity, or a private entity; and
WHEREAS, any sale may include a sale of all assets, or only some portion of the
assets; and
WHEREAS, the City Council requests the Public Works Committee, in
formulating its policy recommendation, to establish an appropriate public participation
process to receive input from citizens, customers of the system, and other interested
parties; and
WHEREAS, the City Council declares that following receipt of the Public Works
Committee report it intends to also establish an appropriate public participation process to
receive input from citizens, customers of the system, and other interested parties before
making a final decision concerning this matter,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of
Port Townsend that the Public Works Committee of the City Council is directed to review,
evaluate, assess whether the City should continue to own, operate, and service the City's
municipal water system in Tri-Area, and to report on this matter to the City Council by the
second business meeting in November, 2000.
ADOPTED by the City Council of the City of Port Townsend and signed by the
