RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN
INTERLOCAL AGREEMENT WITH THE PORT OF PORT TOWNSEND
WITH REGARDS TO THE MANAGEMENT OF THE CITY'S DOCK
FACILITIES.
WHER~'-&S, pursuant to RCW 39.34 the City and the Port of Port Townsend
have the power to enter into an inter-agency agreement for the purpose of
providing services and facilities in a cooperative manner so as to best meet the
various needs and development of the community; and
WHEREAS, the City owns and operates both City Dock and Union Wharf
which require handling reservations, collecting money, oversight of dock usage;
and
WHEREAS, due to budgetary constraints City staff is not currently available
to perform these functions outside of traditional business hours; and
WHEREAS, much of the facilities' usage occur after hours and on the
weekends; and
WHEREAS, an inter-agency agreement allows for and encourages the City and
the Port of Port Townsend to work together in providing a cost-effective and
efficient management of facilities for the benefit of the community and our visitors,
NOW~ THEREFORE, BE IT RESOLVED, that the City Council for the City of
Port Townsend authorizes the City Manager to negotiate and execute an Inter-
Agency Cooperation Agreements for the scheduling, fee collection, and oversight
of City Dock and Union Wharf with the Port of Port Townsend in exchange for a
percentage of the docking fees.
BE IT FURTHER RESOLVED, that the City Council of the City of Port
Townsend authorizes the City Manager to negotiate and execute a section in this
agreement in which the Port of Port Townsend will oversee the removal, storage
and replacement of the floating docks in exchange for City maintenance of the
Port's catch basins.
ADOPTED by the City Council of the City of Port Townsend and signed by the City
