Approval of Minutes for February 2020 Meeting Minutes were approved 3-1. Public Comment No Public Comment Funding Application: 4PT Productions Bob Francis presented to the Commission for their event, a Classical music and jazz concert by Wayne Horvitz (composer, pianist) and Sarah Schoenbeck (bassoonist) The concert is pay what you wish. Funding will help with the rental of the room and tuning the piano. The Commission approved 4-0 unanimously to fund $315. Funding Application: Aaron Asis (partnering with Centrum) Aaron Asis and Michelle Hagewood presented to the Commission for their event “Fort Woods” which is a series of temporary installations and public events conceived to celebrate the history current and future significance of Fort Worden. It will be a temporary exhibit, public walk/park experience from June – September. Funding will help with design and development, installation materials, and travel expenses. The Commission approved 2-1 to fund $1500. Funding Application: Jefferson County Historic Society: Tara McCauley presented to the Commission about the Art Walk Enhancement Activities event that will be on Saturdays April through December. This event will have hands on art to compliment the art experience including book reading, clay art, paper art, and performances. Funding will help purchase materials for art, The Commission approved 3-0 unanimously to fund $650. Topic Motions/Recommendation/Action and with advertising. Chairs Update: Ms. Nichols informed the Commission about the invite to Jennifer Hardesty’s Ballet performance, invite was emailed to Commission members. She also informed the Commission of a meeting she has scheduled in the following week with City Manager John Mauro to discuss the Commission’s Budget and Workplan. Budget Update Before the meeting started the Commission had a balance of $12,605, after approved grant funding the balance is $10,140. Playwright Festival The Commission discussed the Playwright program and if this is something they would like to continue doing. They are already obligated for this event through 2020 and want to discuss and decide when more members are present. Outreach Discussion/Materials Will discuss at a future meeting Public Art Committee Update The Olycap project has been put on hold for now, no new public art related updates. Website Review The Commission reviewed the City website Arts Commission pages. This will need further discussion in the future and suggested updates to City staff. Other community groups have approached the City about adding art to City streets at intersections or crosswalks. The City does not have a process for approving this type of project. As part of the Juneteenth Freedom March on June 19, 2020, community members painted and decorated “Black Lives Matter” on Water Street next to City Hall. 2. Other community members and groups have expressed interest in painting positive messages and images on City streets, sidewalks, and crosswalks. 3. The City does not currently have a process for authorizing or permitting art in City streets, sidewalks, or crosswalks. NOW, THEREFORE, the City Council of the City of Port Townsend ordains as follows: Section 1. Amendments. Chapter 3.50 of the Port Townsend Municipal Code is amended as shown in Exhibit A. Section 2. Severability. If any provision of this ordinance or its application to any person or circumstance is held invalid, the remainder of the ordinance, or the application of the provision to other persons or circumstances, is not affected. Section 3. Publication. This Ordinance shall be published by an approved summary consisting of the title. Section 4. Effective Date. This Ordinance shall take effect and be in force five days after the date of its publication in the manner provided by law. A. The commission shall make an annual review of all capital improvement projects as part of the annual budget process in order to make its recommendation to the city council as to which projects are subject to funding under the provisions of this chapter. In addition, the commission shall review and make recommendation on projects at the direction of the city manager other than during the annual review of capital improvement projects as deemed appropriate by the city council or city manager. Their review and recommendation shall be undertaken in accordance with the following procedure: 1. The commission shall meet with representatives of the city staff as designated by the city manager in order to review proposed capital improvement projects and to determine which projects are municipal construction projects subject to funding under the provisions of this chapter. Such review shall take place in advance of the preparation of the city manager’s budget report to the city council in order that the recommendations of the commission may be considered by the city manager in the preparation of his or her budget report, and at other times as deemed appropriate by the city council or city manager. The target shall be one percent of eligible capital costs of municipal construction projects. 2. The city council shall review as a part of its budget review, and at other times as it deems appropriate, the projects and the estimated expenditures proposed for funding. The city council retains its discretion to determine whether or not it is appropriate for such funding to be incorporated as a part of the budget and shall fix at the date the budget is approved the estimated expenditures for public art to be funded in accordance with the provisions of this chapter and also shall determine the level of general revenue funding to the municipal arts fund for the general purposes set forth in this chapter. 3. The city council determines to establish the level of funding at such time as substantial construction plans for municipal construction projects have been prepared and approved by the city council; provided, the city council, in its sole discretion, may choose to limit or eliminate funding in the event of a significant budget overrun for a particular project, if it believes such action to be in the public interest. B. The commission shall be responsible for working with the city manager (or designated staff) to recommend to the city council the method of selection for commissioning of artists, for reviewing the design of, execution and placement of, and acceptance of works of visual art funded by this chapter, subject to final approval by the city council. The city does not intend public art to be a “public forum” and therefore reserves the right to control the art displayed on all city property, including permanent paint or other art installations on city streets and sidewalks. The city reserves the right to deny display of art or to remove art displayed if, in the sole discretion of the city manager or designee, the art depicts: 1. Violent images 2. Sexually graphic images 3. Nudity 4. Religious symbols or desecration of the same 5. Hatred of persons or groups of people 6, Support for or opposition to a candidate or initiative on the ballot 7. Imagery that may be inappropriate to maintain in or upon public property CD. The commission shall have such other duties and responsibilities as the city council may assign by resolution or other council action. 3.50.060 Public arts projects – City council approval. The city council specifically reserves to itself final decision-making authority regarding the funding, purchase, erection, siting and installation of works of public art; provided, nothing prevents the city manager authorizing street paintings, intersection murals, community-designed crosswalks, or temporary (not to exceed one year) placement of works of public art consistent with the intent of this chapter and public safety. The city council indicates its intention to use a selection process and public process which incorporates members of the city’s arts commission, and which provides opportunity to citizens to comment on any aspect of funding, purchase, erection, siting and installation of works of public art. The city council encourages the city manager to consult with the arts commission and the public prior to approving any street paintings, intersection murals, or community-designed crosswalks. For public art, including any street paintings, intersection murals, or community-designed crosswalks, proposed for installation in an area subject to design review, the city council will process the installation through the city’s design review processes. Once installed, art work is solely owned and maintained by the city. City council has final authority to relocate, remove, or destroy artwork, following recommendation from the arts commission. Loaned art may be accepted by the city manager for a period not to exceed one year, and by the city council for a period not to exceed two years. July 29, 2020 To the Port Townsend Arts Commission: Dear Commissioners, The Port Townsend Main Street Program applied for and received Creative District designation for Port Townsend through ArtsWA. The Creative District encompasses downtown, uptown and the historic area of Fort Worden. Th goal of the Port Townsend Creative District is to develop a year-round economy through employment and entrepreneurship in the creative industries. We wish to apply for an infrastructure grant through ArtsWA and the Washington Department of Commerce related to the project goals. It would feature a wayfinding signage project identifying the district. It requires a 1-to-1 match. If we are successful in raising the matching funds, the deadline to apply to ArtsWA is Sept. 14, 2020 and the project must be completed by June 30, 2021. The infrastructure project would be partially funded in the amount of $24,500 provided by the Washington State Legislature. The City is prepared to commit an in-kind match of 25% of the grant to install the “art markers” which are a main element of the wayfinding signage. Infrastructure Project Elements: x Create a logo x Design “Art Markers” to signify that you have arrived in the Creative District: two markers downtown, two markers uptown, and one at Fort Worden x Fabricate and install the Art Markers x Create and install 60 small artistic signs to link downtown, uptown and Fort Worden x Develop a Creative District website x Plan to link “Art Markers” with technology to the new Creative District website. We are reaching out to the Arts Commission for your help with the process of artist selection and design/visualization for the art markers and signs. The Arts Commission and the City’s established processes for Public Art may provide a reliable framework for this process. We ask to be placed on the agenda for the next meeting to discuss this project and the process and timeline required to move ahead. We are also seeking grants to support other elements of the Port Townsend Creative District strategic plan, such as developing the comprehensive Arts and Culture plan for our community. We also hope to develop an exciting signature event for 2021, when it’s safe to do so, that supports artists and the sustainability of the Creative District. Many thanks for your consideration. Approval is sought from the Arts Commission for painting the words, "Blue Lives Matter" on Water Street between Quincy and Madison. We propose to paint the words in the same dimensions and lettering used by the Black Lives Matter mural in the next block, following the template attached to their special event permit, with the obvious difference being the first word will be "Blue." Unlike the Black Lives Matter message, this message is free of any connotation or suggestion of racism, as tens of thousands of law enforcement personnel, maybe more, are Black, Hispanic, Asian and Native American, and many of them lose their lives or suffer grievous injury every year in the line of duty. We request that this matter be placed on the docket for your very next meeting and be approved as expeditiously as the request for the Black Lives Matter painting was approved, with the same grant of $500 towards the purchase of paint. As we will be using only one color, the cost of paint may well be less than that. I look forward to making the presentation to the Commission and your swift approval of this request. Date:Monday, August 3, 2020 10:30:57 AM CAUTION: External Email Both my wife Rosalie Watters and I are new to Port Townsend but wanted to reach out to you about what we think is a neat art opportunity. We live in a Condo on Monroe St just about the playfield. If any of you have walked by our place you will notice that two old maple trees had to cut mostly down by the PUD because of interference with their power lines. Our Condo Assn, led by Bernie Arthur, thought it would really interesting to do some art work on these trees either by chain saw or other means.
