HomeMy WebLinkAbout00-059CITY HALL Resolution No. 00-059 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND ENDORSING THE RECOMMENDATION OF THE CAPITAL FACILITIES COMMITTEE OF THE CITY COUNCIL WITH RESPECT TO CITY HALL, ENDORSING THE CONCEPT OF THE JEFFERSON COUNTY HISTORICAL SOCIETY PROPOSAL TO RESTORE CITY HALL IN PARTNERSHIP WITH THE CITY, WITH INITIAL CITY FUNDING ESTABLISHED AT A LEVEL OF $92,000 SEED FINANCING, AND AUTHORIZING THE MANAGER TO PROCEED WITH STEPS FOR PLANNING AND CONSTRUCTION OF A CITY HALL ANNEX The City Council of the City of Port Townsend, Washington, resolves as follows: WHEREAS, the Capital Facilities Committee has been reviewing City properties for possible surplus. Properties from a list prepared by staff, which properties have no current use, are underused, or have no designated use, were examined by the Committee in light of certain "filters:" Does the property serve a logical public purpose? If not, can it be surplused. If so, is there a property management plan? Some 30 properties were selected for initial review. WHEREAS, at the October 17, 2000 Committee meeting, the Committee took public comment on four properties (city hall, police station, Morgan Hill reservoir, and water barn) and approved the City Manager's recommendation for each property for action by the Council. WHEREAS, the City Council determines that the recommendation of the Capital Facilities Committee is appropriate, and provides a direction for further study and action. WHEREAS, the Resolution approves the concept of the Jefferson County Historical Society to renovate City Hall in partnership with the City, with initial funding established at a level of $92,000 seed financing for development of a project case for a capital campaign, conduct a financial feasibility study, raise funds for consultant, and launch a capital campaign, with implications for the 2001 budget, making action timely WHEREAS, the Resolution endorses the concept that the Manager will proceed with steps for planning and construction of a City Hall annex, subject to further committee review and approval. WHEREAS, the City Council's endorsement of the Committee recommendation should not be considered a final decision by the Council, but rather a preliminary step only. NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port Townsend as follows: The City Council hereby accepts, approves and endorses the recommendation from the Capital Facilities Committee made in its October 17, 2000 meeting as follows: 1. Approve the City Manager recommendation, which endorses the concept of the Jefferson County Historical Society Sept. 19, 2000 proposal, with initial funding established at a level of $92,000 seed financing (subject to discussion with financial experts), to lease, restore, and maintain the building in partnership with the City, with details and specific proposals subject to further Committee review and approval, 2. Endorse the concept of a public opinion survey and community outreach as approved by the Committee at its Sept. 19, 2000 meeting, 3. Endorse the concept that the Manager will proceed with steps for planning and construction of City Hall annex, subject to further Committee review and approval ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor on this ~ day of /(~0//~e~ ~ ,2000.
