HomeMy WebLinkAbout00-060WATER BARN Resolution No. 00-060 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND ENDORSING THE RECOMMENDATION OF THE CAPITAL FACILITIES COMMITTEE OF THE CITY COUNCIL TO SURPLUS THE WATER BARN SITE, SUBJECT TO FURTHER INFORMATION BEING PROVIDED TO THE COUNCIL, AND SUBJECT TO PUBLIC PARTICIPATION AND FINAL COUNCIL ACTION FOLLOWING A PUBLIC HEARING ON WHETHER TO SURPLUS THIS SITE The City Council of the City of Port Townsend, Washington, resolves as follows: WHEREAS, the Capital Facilities Committee has been reviewing City properties for possible surplus. Properties from a list prepared by staff, which properties have no current use, are underused, or have no designated use, were examined by the Committee in light of certain "filters:" Does the property serve a logical public purpose? If not, can it be surplused. If so, is there a property management plan? Some 30 properties were selected for initial review. WHEREAS, at the October 17, 2000 Committee meeting, the Committee took public comment on four properties (City Hall, police station, Morgan Hill reservoir, and water barn) and approved the City Manager's recommendation for each property for action by the Council. WHEREAS, the City Council determines that the recommendation of the Capital Facilities Committee is appropriate, and provides a direction for further review and action by the City Administration and City Council with respect to obtaining additional information concerning the site, and assists the Council by obtaining information with which to make an informed decisions concerning the future municipal use, if any, of the site. WHEREAS, the City Council's endorsement of the Committee recommendation should not be considered a final decision by the Council, but rather a preliminary step only, with any final action subject to additional public participation and public hearings before any final decision on disposition of the site is taken. NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port Townsend as follows: The City Council hereby accepts, approves and endorses the recommendation from the Capital Facilities Committee made at its October 17, 2000 meeting as follows: Preliminarily approve the recommendation of the Capital Facilities Committee to surplus this site (with proceeds earmarked for new Public Works facility at Howard St.), subject to further information being provided to the Council, and subject to public participation and final Council action following a public hearing on whether to surplus this site, and directing the Manager obtain an appraisal based on likely rezoning and site issues, report to Committee and Council on the appraisal, and outline a process for a Comprehensive Plan amendment and zoning amendment for the site and for scheduling a Council public hearing on a proposed surplusing of the site ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor on this ~ day of ,~)F~r~ ~ ,2000. ~ci, Mayor Attest: Approved as to Form: Pam Kolacy, City Clerk John P.
