HomeMy WebLinkAbout00-062POLICE STATION Resolution No. 00- 062 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND ENDORSING THE RECOMMENDATION OF THE CAPITAL FACILITIES COMMITTEE OF THE CITY COUNCIL WITH RESPECT TO PLANNING FOR SITING THE POLICE STATION TO A NEW LOCATION, AND AUTHORIZING THE MANAGER TO TAKE STEPS TO REVIEW A SALE OF THE POLICE STATION AND REVIEW OPTIONS FOR A NEW POLICE STATION SITE The City Council of the City of Port Townsend, Washington, resolves as follows: WHEREAS, the Capital Facilities Committee has been reviewing City properties for possible surplus. Properties from a list prepared by staff, which properties have no current use, are underused, or have no designated use, were examined by the Committee in light of certain "filters:" Does the property serve a logical public purpose? If not, can it be surplused. If so, is there a property management plan? Some 30 properties were selected for initial review. WHEREAS, at the October 17, 2000 Committee meeting, the Committee took public comment on four properties (City Hall, police station, Morgan Hill reservoir, and water barn) and approved the City Manager's recommendation for each property for action by the Council. WHEREAS, the City Council determines that the recommendation of the Capital Facilities Committee is appropriate, and provides a direction for further review and action by the City Administration and City Council with respect to the future location of a police station, and assists the Council by obtaining information with which to make an informed decisions concerning the future municipal use, if any, of the police station, and future siting of a police station. WHEREAS, the recommendation is based on prior public process by citizens and the City Council regarding police station siting. WHEREAS, the City Council's endorsement of the Committee recommendation should not be considered a final decision by the Council, but rather a preliminary step only. NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port Townsend as follows: The City Council hereby accepts, approves and endorses the recommendation from the Capital Facilities Committee made at its October 17, 2000 meeting as follows: Approve the City Manager recommendation for Manger to (1) review sale of police station site with sales proceeds earmarked for future police location; obtain an appraisal based on likely rezoning and site issues and report to the Committee and Council on the appraisal; and outline a process for Comprehensive Plan amendment and zoning amendment for site and Council public hearing on a potential sale, and (2) review options for the lease/purchase and/or construction of a site outside of downtown for a new police station, with details and specific proposals subject to further Committee review and approval, ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor on this ~ day of /lJD//e'4~ Lg.,v- ,2000.
