A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PORT TOWNSEND ADOPTING THE FINAL DRAFT OF THE JEFFERSON
COUNTY SOLID WASTE MANAGEMENT PLAN
WHEREAS, the City of Port Townsend, by Resolution 88-64, authorized
Jefferson County to prepare a plan for the management of solid waste within the City of
Port Townsend for inclusion as an element of the County Comprehensive Solid Waste
Management Plan; and
WHEREAS, the Jefferson County Solid Waste Management Plan was adopted
by the Board of County Commissioners on July 22, 1991 and by the City Council of the
City of Port Townsend on August 6, 1991; and
WHEREAS, an amendment to the Jefferson County Comprehensive Solid Waste
Management Plan was approved by the City Council of the City of Port Townsend on
July 6, 1992; and
WHEREAS, RCW 70.95.110 requires the Jefferson County Solid Waste
Management Plan to be maintained in a current condition, and significant changes in the
solid waste services provided by the County have required major revisions to the
previous Plan adopted in 1991; and,
WHEREAS, the Final Draft 2000 Solid Waste Management Plan ("the Plan") has
been completed in cooperation with the Jefferson County Solid Waste Advisory
Committee and the City of Port Townsend; and
WHEREAS, the Plan has been approved by the Washington State Department
of Ecology for adoption by Jefferson County and the City of Port Townsend; and
WHEREAS, the Plan has been adopted by Resolution 84-00 of the Jefferson
Board of County Commissioners on October 23, 2000; and
WHEREAS, at a regularly scheduled City Council meeting on October 16, 2'000,
the City Council carried a motion to adopt the Plan; and
WHEREAS, the Council expressed concern that the population forecasts used in
the Plan need to be revised to incorporate the most recent population statistics for the
City of Port Townsend; and
WHEREAS, the population forecasts in the Plan are based on the Population
Forecast and Allocation developed through the Joint Growth Management Steering
Committee and adopted by mutual agreement between the City of Port Townsend and
Jefferson County in 1996; and
WHEREAS, future revisions to the population forecasts will be done through the
Joint Growth Management Steering Committee when new data are available and adopted
by mutual agreement between the City of Port Townsend and Jefferson County; and
WI-IEREAS, an Amendment to the Plan will be made to incorporate any such
revisions when properly adopted; and
WHEREAS, a signed resolution of adoption from each participating jurisdiction
is required for inclusion in the final review package for the Department of Ecology;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Port Townsend, to adopt the Jefferson County Final Draft 2000 Solid Waste
Management Plan until it may be further amended or revised.
Passed by the City Council of the City of Port Townsend and approved by the
