RESOLUTION NO. 20-026
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE AN INTERLOCAL AGREEMENT WITH THE PORT OF PORT TOWNSEND
FOR THE INSTALLATION OF A 48 -INCH CARRIER PIPE UNDER THE JEFFERSON
COUNTY AIRPORT RUNWAY IN AN AMOUNT NOT TO EXCEED $40,000
WHEREAS, the Port of Port Townsend is currently reconstructing the runway at the
Jefferson County International Airport; and,
WHEREAS, the Olympic Gravity Water System (OGWS) pipeline transverses the
Jefferson County Airport runway; and,
WHEREAS, the OGWS pipeline was constructed in 1928 and must be replaced in the
future; and,
WHEREAS, the replacement of the OGWS pipeline will require the installation of the
carrier pipe; and
WHEREAS, the City may install a carrier pipe for the future OGWS pipeline replacement
concurrent with the runway reconstruction at a significant cost -savings; and
WHEREAS, the Port Townsend Paper Company has agreed to expending OGWS pipeline
replacement funds for the installation of the carrier pipe; and
WHEREAS, RCW 39.34.030 authorizes the City to enter into interlocal agreements with
other municipal corporations for public works construction projects;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend, Washington, that the City Manager is authorized to negotiate and execute an interlocal
agreement with the Port of Port Townsend for the design and installation of a carrier pipe under the
Jefferson County Airport runway in an amount not to exceed $40,000. The City Council also finds
that this action is necessary and routine as the runway is currently under construction.
ADOPTED by the City Council of Port Townsend, Washington, at a regular meeting
thereof, held this 181h day of May 2020.
