RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND AUTHORIZING THE CITY MANAGER TO EXECUTE AN
INTERGOVERNMENTAL AGREEMENT WITH WASHINGTON STATE
DEPARTMENT OF COMMUNITY, TRADE AND ECONOMIC
DEVELOPMENT, (CONTRACT S01-62900-048), PROVIDING THE CITY
WITH $35,000 TO FULFILL BUILDING CODE EVALUATION
EFFECTIVE JULY 1, 2000 AND TERMINATING JUNE 30, 2001
The City Council of the City of Port Townsend, Washington resolves as follows:
WHEREAS, the City of Port Townsend successfully applied to the Washington
State Departmetn of Community, Trade and Economic Development (DCTED) for grant
monies in the amount of $35,000 to review rehabilitation codes, and
WHEREAS, DCTED prepared an Intergovernmental Agreement has been prepared
between the City of Port Townsend and Washington State Department of Community,
Trade and Economic Development (DCTED), (Contract No. S01-62900-048, and Scope of
Work attached), defining the scope of work and responsibilities of the City of Port
Townsend; and
WHEREAS, this study is to evaluate and compare the City's rehabilitation of its
existing buildings and codes with the Rehabilitation Building Codes (so-called "smart
codes") from other jurisdictions, and to fulfill Growth Management Act ("GMA")
mandates for growth management strategy (described in Scope of Work); and
WHEREAS, for its participation, the City will be reimbursed (Not to Exceed)
$35,000 to implement the project and for activities to fulfill the GMA mandates; and
WHEREAS, the effective date is retroactive from July 1, 2000 and terminating
June 30, 2001; and
WHEREAS, the City Council deems this matter to be in the public interest given
the number of older buildings in the City that need rehabilitation and which may be
prevented from rehabilitation by application' of the Washington state building code,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of
Port Townsend that the City Manager is authorized to execute the Intergovernmental
Agreement and its Scope of Work in substantially the same form as attached to this
resolution.
ADOPTED by the City Council of the City of Port Townsend and signed by the
