PUD solar project.NOH NOTICE OF PUBLIC HEARING Jefferson County PUD # 1, Community Solar Facility Conditional Use Permit (CUP) and CUP modification File No. LUP18-074 On Thursday, May 7, 2020, beginning at or about 3 p.m., the Port Townsend Hearing Examiner will hold an open-record public hearing to consider the above referenced application. The project involves modification of a previously approved 1997 Conditional Use Permit (CUP) for an electrical sub-station and a new CUP for construction of community solar facility. A copy of the application, as revised, and related documents are available for review on the City’s web site at: https://cityofpt.us/citycouncil/page/agendasminutesvideos. All interested persons can participate in the hearing and provide oral or written testimony as provided in the Hearing Details below. Description (as Revised): Installation of eight (8) solar panel arrays on a 48,400 SF site that contains an existing electrical substation. The existing sub-station was approved by a 1997 Conditional Use Permit (CUP; File No. 97-0065). Landscaping approvals for 1997 CUP would be modified to accommodate portions of the 2020 CUP application. One solar array, proposed immediately east of the sub-station, is approximately 120’ in length; all other arrays are approximately 80 feet in length. Each array is 14’ wide by 12’ high and designed for mounting onto a steel pipe framework supported by below grade pre-cast concrete pier foundations. All arrays will face west and be mounted at an angle to grade to maximize effectiveness. As Revised, unfenced areas of the site will be enclosed with a 7’ tall wood & hog wire fence. Five (5) new light poles (each 14’ tall max.) will be installed in the fenced interior for security. A new sidewalk along Lawrence Street will be installed along with a small seating plaza and City-standard light pole at the Lawrence & Kearney Street intersection. Existing landscaping north and east of the sub-station will be removed to maintain solar access for the project. New low growth landscaping surrounding the site is proposed along with on-site grasses chosen to encourage bee and pollinator habitat. The project #site includes all the following legally described lands: Lots 1-8, Block 124, Mabel’s Addition. Jefferson County tax parcel numbers for the project site are 969-912- 401 and 969-912-402. Hearing Details: As noted above, this public hearing will be held virtually by webinar.
