Rm. #3 Sub-Committee Members Present: George Randels and Craig Britton Members Absent: None Staff Present: Senior Planner John McDonagh and Laura Parsons, Public Works engineer Topic Motions/Recommendation/Action Old Business A. HPC18-009, City of Port Townsend Old Business, Item A. The sub-committee met with staff including Public Works Jefferson Street sidewalk– Review of engineer Laura Parsons to review the 3 additional bulb-out locations being revisions to including Washington Street installed as shown on the conceptual designs presented. bulb-outs at Adams St. (south side) and Harrison St. (north side) No public comment during the sub-committee meeting was received. After review of the materials, concept designs and relevant guidelines, the HPC sub-committee recommended unanimous approval (2-0) of: Both the Adams Street bulb-outs as conceptually shown, subject to further design refinements by staff; and, The Washington/Harrison bulb-out as conceptually shown, subject to further design refinements by staff and with a strong recommendation to modify the striped parking on the south side of Washington to enhance crossing safety. Additionally, capital improvements to the south side Washington receiving sidewalk should be included as a bid alternate in the project. B. HPC18-015, Jefferson County PUD– Above Old Business, Item B. The sub-committee met with staff, who presented the 3 ground utility placement – Revisions for locations sought by WAVE for above ground equipment cabinets (i.e. in the Back added transformer locations and Alley; in Adams St. along the “Buggy Trail” north of Washington St.; and, the equipment by other utilities (WAVE & camouflaged “rock” cabinet in the rain garden at the NE corner of Filmore St. and Century Link) Water St. The sub-committee also reviewed placement of a 3-phase transformer in the (currently) open landscaping bed in the parking lot behind City Hall. Topic Motions/Recommendation/Action After review of the materials and relevant guidelines, the HPC sub-committee recommended unanimous approval (2-0) of all 4 above-ground utility installations as presented. The sub-committee then heard via conference call from Century Link representative Phil Stevens about their plans for relocating services to various downtown buildings. The discussion and review of 60% plans was for information purposes only at this stage; no sub-committee recommendation was sought by staff at this time as plans for how the relocated services might occur were still under development. The sub-committee did recommend unanimously (2-0) that the full HPC be asked at the next meeting to reconfirm the sub-committee is authorized to continue their review & recommendation role on any remaining, or revised, utility undergrounding work associated with this application.
