MINUTES OF THE CITY COUNCIL BUSINESS MEETING OF APRIL 6,2020
CALL TO ORDERIPLEDGE OF ALLEGIANCE
The Port Townsend City Council met in regular session on the 6th day of April 21020 in
Council Chambers at 540 Water Street. Mayor Sandoval called the meeting to order
at 6:30 p.m.
ROLL CALL
Councilmembers present at roll call were Pam Adams, David Faber, Amy Howard,
Monica MickHager, Owen Rowe, Michelle Sandoval, and Ariel Speser.
Staff members present were City Manager John Mauro, City Attorney Heidi

Greenwood, City Clerk Joanna Sanders, IT Manager Mark Peill, and Finance and
Administrative Services Director Nora Mitchell.

SPECIAL PRESENTATION
Proclamation — Quimper Grange
Mayor Sandoval presented the proclamation to Quimper Grange #720. A written
acceptance was read from Quimper Grange Master Sheila Long.
COMMENTS FROM THE PUBLIC
Public comment
Mike Loriz provided comments in favor of reopening Adams Street to vehicular
trafflic as critical egress for downtown.

Motion: David Faber moved to approve the consent agenda as written. Pam Adams
seconded.
Vote.- motion carried unanimously, 7-0 by voice vote.
UNFINISHED BUSINESS
Ordinance 3247 Related to Housing Code Amendments, Amending Chapters
17.108, 17.16 and 117.34 of the Port Townsend Municipal Code, Amending
Regulations Related to Modulation, Accessory Dwelling Units, Cottage
Housing, Types of Residential Structures Allowed in the R-IV Zoning District
and the Definition of Family
Development Services Director Lance Bailey gave the staff presentation reviewing
the changes discussed at the public hearing.
Duringi Council discussion, there was consideration of removing the references to
modulation. Reasons cited were that there is currently no departure process for
homes not in compliance (such as manufactured homes), the removal might reduce
some staff work in reviewing design, and would hopefully result in more
construction of affordable housing.
Motion: David Faber moved to approve Ordinance 3247 Related to Housing Code
Amendments, Amending Chapters 17.08, 17.16 and 17.34 of the Port Townsend
Municipal Code, Amending Regulations Related to Modulation, Accessory Dwelling
Units, Cottage Housing, Types of Residential Structures Allowed in the RJV Zoning
District and the Definition of Family (as amended with the removal of the references
to modulation in PTMC table 17.16.0,30 and in the definitions in PTMC 17.08), Amy
Howard seconded.
Vote. motion carried unanimously, 7-0 by voice vote.
NEW BUSINESS
,Ordinance 3248 Adopting 2020 Supplemental Budget Appropriations
Finance Manager Tony Hillman gave the staff presentation as written in the agenda
bill on the realignment of 2019 unspent capital budget items into the 20,20 budget as
well as a few additional items and offsetting transfers totaling $852,657'.
There was no public comment.
Motion: David Faber moved to approve first reading Ordinance 3248 Adopting 2020
Supplemental Budget Appropriations. Pam Adams seconded.
Vote: motion carried unanimously, 7-0 by voice vote.

Resolution 20-014 Suspending Late Fees and Penalties Until June 20, 201210
and Confirming the Proclamation Made by the Mayor and City Manager on
March 23, 2020
City Manager John Mauro briefed Council on all of the resolutions to, reaffirm
necessary actions taken by the, Mayor and City Manager in the last week
associated with the COVID-19 outbreak. The first resolution suspends utility late
fees and penalties. The second resolution calls on residents and businesses
to "stay home and stay healthy" unless engaged in essential activities and::
implement social distancing measures. The third resolution closes Library and Pool
services as well as City facilities for rentals. Thee fourth resolution
implements changes to City meeting procedures. The fifth allows, Fort Worden to
convert or use their facilities as needed during the crisis.
Public Comment:
Bob Gray urged suspending utility and business and occupation taxes as well as
discontinuing shutoff of water services for nonpayment because it is essential for
life.
Motion:,David Faber moved to approve Resolution 20-014 Suspending Late Fees
and Penalties Until June 30, 2020 and Confirming the Proclamation Made: by the
Mayor and City Manager on March 23, 2020. Ariel Speser seconded.
Vote: motion carried unanimously, 7-0 by voice vote.
Resolution 20-1015 Calling on Residents and Businesses to "Stay Home — Stay
Healthy" and Institute Best Practices for Controlling the COVID-19 Outbreak
and Confirming the Proclamation Made by the Mayor and City Manager on
March 26, 21020
There was no public comment,
Motion: Pam Adams moved to approve Resolution 210-015 Calling on Residents and
Businesses to, "Stay Home — Stay Healthy" and Institute Best Practices for
Controlling the COVID-19 Outbreak and Confirming the Proclamation Made by the
Mayor and City Manager on March 25, 2020. Amy Howard seconded.
Vote: motion carried unanimously, 7-0 by voice vote.
Resolution 20-1016 Authorizing Temporary City Policy Changes in Response to
the Public Health Emergency and Confirming the Proclamation Made by the
City Manager and Mayor on March 25, 2020
Public Comment (Related to Resolution 20-018):
Lee Faikenhagen expressed concern about the wording iin the resolution "safety at
all costs" and encouraged continued public access to the state parks and public
recreational areas as important to the health and we[lbeing of the community.

Mr, Mauro noted that the Fort is not currently prohibiting individuals from entering
the park, but is discouraging the publlic from entering the buildings and
parking facilities.
Motion: David Faber moved to approve Resolution 20-016 Authorizing Temporary
City Policy Changes in Response to the Public Health Emergency and Confirming
the Proclamation Made by the City Manager and Mayor on March 25, 2020 (as
amended under recital 3 to eliminate "until April 24, 2020" and instead read "the
City Library and the Mountain View Pool are closed concurrently with the
Governor's orders on "stay home - stay healthy....') Ariel Speser seconded.
Vote: motion carried unanimously, 7-0 by voice vote,
Resolution 210-017 Authorizing Temporary Changes to City Meeting
Procedures and Confirming the Proclamation Made by the Mayor and City
Manager on Mlarch 25, 2020
There was no public comment.
Motion: Pam Adams moved to approve Resolution 20-017 Authorizing Temporary
Changes to City Meeting Procedures and Confirming the Proclamation Made by the
Mayor and City Manager on March 25, 2020. Owen Rowe seconded.
Vote: motion carried unanimously, 7-0 by voice vote.
Resolution 20-018 Authorizing the Fort Worden Lifelong Learning Center to
Respond to the Public Health Emergency and Confirming the Proclamation
Made by the Mayor and City Manager on March 25, 2020
There was no additional public comment.
Motion.- Monica MickHager moved to approve Resolution 20-018 Authorizing the
Fort Worden Lifelong Learning Center to Respond to the Public Health Emergency
and Confirming the Proclamation Made by the Mayor and City Manager on March
25, 2020. Pam Adams seconded.
Vote: motion carried unanimously, 7-0 by voice vote.
PRESIDING OFFICER'S REPORT
Mayor Sandoval reported on meetings that have occurred in coordination with the
emergency management team and policy group. She expressed appreciation for the
many agencies and community efforts in making masks and to those staying at home.

City Manager John Mauro gave a Covid-1 9 response update on current cases and
urged continued caution. He reported out the crisis hotline number and the
various opportunities to get involved through the Department of Emergency
Management, Local 2020 or neighborhood emergency preparedness groups. He
gave City department highlights and the work on safety, service priorities, financial
constraints,, communications, and recovery efforts.

Pam Adams expressed appreciation for staff on their efforts on the resolutions
