HomeMy WebLinkAbout021020 CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF FEBRUARY 10, 2020 CALL TO ORDER The Port Townsend City Council met in workshop session on the 10th day of February 2020 in Council Chambers at 540 Water Street. Deputy Mayor David Faber called the meeting to order at 6:30 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Amy Howard, Monica MickHager, Owen Rowe, and Ariel Speser with Michelle Sandoval excused. Staff members present were City Manager John Mauro, City Attorney Heidi Greenwood, Finance and Administrative Services Director Nora Mitchell, City Engineer David Peterson, City Clerk Joanna Sanders, and Development Services Director Lance Bailey. COMMENTS FROM THE PUBLIC Sylvia Platt urged allowing and giving voice and consideration to trees, plants, and nonhumans that are unique to the local ecology. DISCUSSION ITEMS WAVE Franchise City Attorney Heidi Greenwood gave a briefing on the rules and regulations on the franchise agreement. She distributed copies of the agreement and announced this matter would be brought back before Council at the next meeting. There was no public comment. Regional Stormwater Facility City Engineer David Peterson presented on the Rainier Corridor Regional Stormwater System. Council discussion included what future Council action might be required associated with the Public Infrastructure Fund (PIF) Board and benefitting properties. Finance and Administrative Services Director Nora Mitchell noted that June/July actions are yet to be formalized but are anticipated for discussing a financing plan and system development charge ordinance. Further work is needed on options to address the cost of development of future benefitting areas rather than all ratepayers absorbing the cost. The draft implementation marketing plan has yet to City Council Workshop Meeting February 10, 2020 Page 1 of 2 be vetted by the City Manager nor coordinated with the Economic Development Council. Mr. Peterson addressed specific development questions, including about options for property owners who might choose to address their own on-site stormwater. A stormwater fee would be charged based on the amount of impervious surface. Public Comment Rick Jahnke urged looking at stormwater plan and coordinating stormwater control with any park development.
