RESOLUTION NO. 20-009
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO EXECUTE THE PUBLIC
INFRASTRUCTURE FUND (PIF) GRANT AND APPROVING ADDITIONAL
FUNDING IN THE AMOUNT OF $300,000 FOR THE RAINIER STREET REGIONAL
STORMWATER PROJECT
WHEREAS, in 2015, the City secured a $1.2 million Community Revitalization Board
(CERB) loan for the Howard Street (subsequently renamed Rainier Street) Regional Stormwater
Project; and
WHEREAS, in 2016, the City Council approved Resolution 16-024 that authorized the
City Manager to award and sign all contracts for the design and construction of Regional
Stormwater Project; and
WHEREAS, in 2016, the City engaged AHBL to design the project; and
WHEREAS, AHBL recently completed their design and estimated total project costs are
$200,000 to $250,000 more than the initial project budget, depending on actual bids received;
and
WHEREAS, in February 2020, the City Council authorized the City Manager to apply
for a Public Infrastructure Fund (PIF) grant for the Regional Stormwater Project; and
WHEREAS, the PIF board approved the City's application and awarded a grant for
$300,000 for the project; and
WHEREAS, the addition of the PIF grant will allow the project to be completed within
the available funding.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend:
1. The City Manager is authorized to sign and execute all Public Infrastructure Grant for
the Regional Stormwater Facility documents once approved by the Jefferson County
Commissioners.
2. The City Council approves additional funding for the Rainier Street Regional
Stormwater Project in the amount of $300,000 bringing the project's total funding to
$1,660,000. The budget and funding will be incorporated into the 2020 supplemental
capital budget.
