RESOLUTION NO. 20-003
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE AN AGREEMENT WITH BERK CONSULTING, INC. TO DEVELOP A
STRATEGIC PLAN FOR THE CITY OF PORT TOWNSEND PUBLIC LIBRARY IN
AN AMOUNT NOT TO EXCEED $20,000
WHEREAS, in 2017 the City Council tasked the City staff to research and develop
sustainable funding strategies for the City Library, streets, and parks and recreation; and,
WHEREAS, BERK Consulting, Inc. completed a Level of Service Analysis Final Report,
which was approved by the City Council on April 1, 2019; and,
WHEREAS, the Level of Service and Sustainability Analysis identified immediate
opportunities for small adjustments with a high impact that balanced the library services with its
fiscal reality, but it also noted that the Library needs a long-term, community-supported plan to
chart the Library's programmatic priorities; and,
WHEREAS, BERK Consulting, Inc. has successfully assisted the City with both the
Library level of service study as well as the Parks PROS plan; and,
WHEREAS, BERK Consulting, Inc. has the means and staff to develop a strategic plan
for the Library using robust community engagement; and,
WHEREAS, BERK Consulting, Inc. provided a preliminary scope of work that includes
a steering committee, public engagement, and the existing level of service evaluation; and,
WHEREAS, the Library Advisory Board reviewed BERK Consulting's proposal and
unanimously supported it;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
The City Manager is authorized negotiate and execute an agreement with BERK
Consulting, Inc for a strategic plan for the City of Port Townsend Public Library in an amount
not to exceed $20,000.

thereof, held this 21 st day of January 2020.
