HomeMy WebLinkAbout20-006 Declaring an Emergency and Ratiying the City Managers Approval of all Applicable Documents to Allow for the Repair of the HVAC System at the Port Townsend Public LIbrary Resolution 20-006 Page I of 2 RESOLUTION 20-006 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, DECLARING AN EMERGENCY AND RATIFYING THE CITY MANAGER'S APPROVAL OF ALL APPLICABLE DOCUMENTS TO ALLOW FOR THE REPAIR OF THE HVAC SYSTEM AT THE PORT TOWNSEND PUBLIC LIBRARY WHEREAS, Section 3.46.090 of the City of Port Townsend Municipal Code, and Section 39.04.280(1)(c) of the Revised Code of Washington allows exemptions to competitive bidding requirements under emergency conditions; and WHEREAS, on the evening of January 30, 2020, one of three HVAC units at the Port Townsend Public Library failed; and WHEREAS, this failure has caused cool temperatures in parts of the Library and additional pressure on the remaining two HVAC units; and WHEREAS,the City Manager has declared repairs to the HVAC system an emergency based on the need to provide heat to patrons and staff at the Port Townsend Public Library; and WHEREAS, the City's municipal code requires City Council to concur with the City Manager's declaration of emergency by passage of a resolution; and WHEREAS,the City Council finds that it is in the best interest of the City to declare an emergency and authorize the execution of all necessary documents to repair the Port Townsend Public Library HVAC; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: Sect'ion 1. The City Council hereby declares an emergency justifying the waiver of certain contracting processes. Section 2. Staff's actions as set out in Parks and Recreation Director Alex Wisniewski's February 3, 2020 memo (Exhibit A), are ratified and confirmed. Se:ctioia 3. The City Manager may take any additional administrative actions consistent with this Resolution. The burned wires and contacts caused the unit to fail. Staff turned off power to the failed unit. The unit is one of three Library furnaces;this particular unit serves most of the Library ground floor. Because of the failed unit in the building, temperatures on the ground floor are cooler and uncomfortable for staff and patrons. Staff are using electric space heaters as a temporary fix in some work areas. Additionally, the remaining two units must compensate for the third. Staff reached out to Mac Air Northwest who provided an estimate to repair the third unit. Mac Air Northwest does the annual furnace and boiler maintenance for most of the City facilities, but this repair is outside the scope of their existing contract. The City Manager approved the estimate for the repair and will sign the contract based on Council's approval this evening.
