HomeMy WebLinkAbout2019-12-05 Minutes ACTIVETRANSPORTATION ADVISORY BOARDMEETING MINUTES Date:Time:Location: December 5, 2019 4:30 pm City Hall Council Chambers Members Present: Sam Feinson (Chair), Pat Teal, Hendrik Taatgen Members Absent: None Staff Present: Alex Wisniewski (Parks Recreation and Community Services Director), Laura Parsons (Civil Engineer) Liaisons Present: Amy Howard (City Council), Brenda McMillan (Parks, Recreation and Tree Advisory Board) AGENDA ITEM ACTION Approval of Minutes: The group unanimously approved November 7, 2019 Minutes as amended to correct the spelling of Owen Rowes name. Public Comments: None Monica MickHager and Owen Rowe, new council members starting January 1, 2020, introduced themselves. Safety Surveys: There was group consensus for Sam Feinson to compile completed surveys and share Henrik Taatgen presented findings from traffic observations at the intersection of them at the next meeting. thth Sheridan and 19 on November 19 7:30-8:30 am and 2:30-3:30 pm. Discussion ensued regarding what next steps should be with the safety surveys. Amy Howard suggested that ATAB ask for feedback from the Transportation Committee on where to go from here. She also suggested ATAB sending completed survey information to the Transportation Committee. Sam Feinson offered to compile the completed surveys to share with the group at the next meeting. This will be done in lieu of surveying a new site this next month. Board Membership There was group consensus to move st Mike Kaill has resigned, resulting in three remaining members. meetings back to the 1 floor conference room. A quorum is now two members. Therefore, if board members run into each other outside of the ATAB meetings, they cannot talk about board business. Laura Parsons will follow up with the City Clerk about switching locations. Amy Howard is drafting a flyer to advertise for new ATAB members. Amy Howard is advertising for new ATAB members by posting on her campaign website. WSDOT Active Transportation Plan Virtual Open House: None Laura Parsons described the WSDOT Active Transportation Plan Virtual Open House. Page 1 of 3 AGENDA ITEMACTION Report on Transportation Committee: th Sam Feinson reported on the November 19 Transportation Committee meeting. Areas of discussion were on-street parking, off-street parking, and transportation benefit districts. Amy reminded the group that they can always come and listen. Sam Feinson to send Laura Parsons transportation benefit district information to distribute to ATAB. Report on Parks, Recreation and Tree Advisory Board meeting: None Report provided by Hendrik Taatgen and Alex Wisniewski. A Parks, Recreation and Open Space (PROS) plan update was provided. Downtown bike rack placement: Laura Parsons to check if the GIS Discussed possible bike rack locations (not only downtown): next to Elevated Ice Coordinator, Tyler Johnson, has the Cream, Tyler Street Plaza, Police Department, Mountain View Pool replace number of existing bike racks. existing, and Library replace existing with covered bike parking. Laura Parsons to check on funding options Amy Howard suggested researching the cost, size, and number needed, so funding for downtown bike racks. could be requested during a future budget process. The group discussed if there is any funding left from the Water Street Project to pay for bike racks downtown. Easy Fixes Striping/Trails: Laura Parsons will communicate with the Brenda McMillian suggested that the crosswalk at Sheridan and Hastings needs to be re-public works crew about the crosswalk at striped. Sheridan and Hastings needing to be re- striped. Next Meeting: None Thursday January 2, 2019, at 4:30 in the First Floor Conference Room at City Hall. Public comments and Board comments: A motion was passed to recommend to Council to replace the bike racks at the Pat Teal requested that a future agenda item review city code related to motorized Mountain View Pool with an up-to-date model, scooters. and add this replacement to the list of lower- Amy Howard suggested creating a list of lower-cost items (like bike racks) that could cost items that could potentially be funded in be requested during the annual budget process. This could be an on-going list that the future. appears on the agenda like the work plan and parking lot lists. Pat Teal made a motion to replace the bike racks at Mountain View Pool and add this replacement to the lower-cost items list described by Amy Howard. Monica MickHager stated that if someone is interested in serving on a particular citizen board and there isnt availability, they may be willing to serve on ATAB instead. Amy Howard stated that the Adams Street closure will come before ATAB in the future.
