HomeMy WebLinkAbout090919 WorkshopCITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF SEPTEMBER 9, 2019 CALL TO ORDER The Port Townsend City Council met in workshop session on the 9th day of September 2019 in Council Chambers at 540 Water Street. Mayor Stinson called the meeting to order at 6:30 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray, Amy Howard, Ariel Speser, and Deborah Stinson with Michelle Sandoval excused. Staff members present were Interim City Manager Nora Mitchell, Public Works Director Greg Lanning, Parks Recreation and Community Services Director Alex Wisniewski, Finance Manager Sheila Danielson, Accountant Tony Hillman, and City Clerk Joanna Sanders. DISCUSSION ITEMS Preliminary 2020 Revenue Estimates Finance Manager Sheila Danielson gave a briefing on the projected 2019 and 2020 preliminary revenue estimates. 2020 Budget New Department Requests Interim City Manager Nora Mitchell presented the budget requests and solicited Council input or additions. Staff recorded individual Council comments during discussion such as prioritizing safety needs, police needs, and road repairs as well as smaller items such as Council Chambers chairs. 2020 Budget Alternative Arts Proposal Ms. Mitchell reported that Council received a 2020 budget request titled Alternative Arts Proposal. MuniCast's Long Range Forecast Model for the General Fund, Community Services Fund, and Streets Operations Fund Accountant Tony Hillman gave a briefing of the 20 -year forecasting tool and reviewed their cover memorandum and financial projections. Ms. Danielson and Ms,. Mitchell responded to questions. Council Workshop Meeting September 9, 2019 Stormwater Rates Mr. Hillman noted this presentation was previously given to Council at the time of adopting the capital surcharge. It has been updated to reflect the proposed changes to the base rate to sustain stormwater operations and maintenance. These rates would be brought forward for adoption by Council. COMMITTEE REPORTS Council Committees Finance and Budget Committee Chair Howard reported on recent activities. Housing Committee Member David Faber gave a briefing on the committee's work in the absence of Chair Sandoval. Rules Committee Chair Speser provided the report on current work items. Intergovernmental Committees with Councilmember Representation Ms. Howard reported on OlyCap. Mr. Gray noted the PEG Access Coordinating Committee has not met. Ms. Adams reported on the Fort Worden Advisory Committee, the Accessibility Communities Action Committee, and Jefferson County Board of Health. Ms. Speser reported on Peninsula Regional Transportation Planning Organization and Substance Abuse Board. Mr. Faber reported on Jefferson Transit. Ms. Stinson reported on JeffCom 911, East Jefferson Fire and Rescue, Climate Action Committee, North Olympic Development Council, and Jefferson County Clean Water District.
