HomeMy WebLinkAbout101419 WorkshopCITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF OCTOBER 14, 2019 CALL TO ORDER The Port Townsend City Council met in workshop session on the 14th day of October 2019 in Council Chambers at 540 Water Street. Mayor Stinson called the meeting to order at 6:58 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray, Amy Howard, Michelle Sandoval, Ariel Speser, and Deborah Stinson. Staff members present were Interim City Manager Nora Mitchell, City Attorney Heidi Greenwood, Public Works Director Greg Lanning, City Engineer David Peterson, Finance Manager Tony Hillman, and City Clerk Joanna Sanders. DISCUSSION ITEMS Financial Policy Updates Accountant Tony Hillman gave the presentation reviewing the changes. Draft Purchasing Polices Mr. Hillman provided a review of the comprehensive procedure manual on purchasing for employees. Budget 2020 Discussion: Preliminary Budget Numbers Interim City Manager Nora Mitchell reviewed her 2019 Supplemental Budget and 2020 Draft Budget report. She also reported on unfunded budget requests and items that were intended to be included as referenced attachments C and D in her memorandum, but were not provided in the packet. She would return to Council at the November 4 Public Hearing to present the City Manager's proposed budget. Following Council discussion of the budget challenges and options, Ms. Mitchell acknowledged Council's support for proceeding with the first two items listed as primary options for balancing the budget (reducing Council Reserve and eliminating some or all of the proposed funding requests that do not have a contractual commitment). Review Draft Capital Improvement Plan Council Workshop Meeting October 14, 2019 Page 1 of 2 City Engineer David Peterson led a detailed discussion of the 2020-2025 capital improvement plan projects. Long -Term Capital Financing Interim City Manager Nora Mitchell reviewed the two alternatives for long-term financing that Staff is considering for utility debt. She also provided an overview of additional financing needs, noting that a decision on a detailed financing plan would need to be discussed with the new City Manager.
