HomeMy WebLinkAbout011320 WorkshopCITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP OF JANUARY 13, 2020 CALL TO ORDER The Port Townsend City Council met in workshop setting on the 13th day of January 2020 in Council Chambers at 540 Water Street. Mayor Sandoval called the meeting to order at 6:30 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Amy Howard, Monica MickHager, Owen Rowe, Michelle Sandoval, and Ariel Speser. Staff members present were City Manager John Mauro, City Attorney Heidi Greenwood, Finance and Administrative Services Director Nora Mitchell, Interim Public Works Director David Peterson, Planning Manager Judy Surber, and City Clerk Joanna Sanders. COMMITTEE REPORTS A question was raised whether Council might discuss adding public comment to the workshop meetings. Mayor Sandoval recommended the matter be brought forward at a regular Council meeting for Council consideration. City Manager John Mauro urged Council consider coordination from one committee to another, clarity about how committees make decisions, connection to the larger strategic vision, creativity on solutions, and courage to make hard decisions. He noted Transportation and Housing Committees have been cancelled for this week pending Council committee appointments and the upcoming strategic planning retreat. Council Committees Finance and Budget Committee: Finance and Administrative Services Director Nora Mitchell gave the presentation on meeting frequency, mission, financial challenges and opportunities 2020 and beyond. She noted a handout was provided showing the budget calendar. Chair Amy Howard noted there are two openings on this committee. There was discussion about what the Council policy discussion might be related to the Annexation Policy implementation as written. Housing Committee: Planning Manager Judy Surber gave the presentation for Development Services Director Lance Bailey. She provided an additional handout on City actions and activities on the topic of affordable housing. Her presentation covered housing challenges, the committee's role, housing basics, funding, policy and planning framework, the City's role, recent action, and future actions. Ms. Sandoval reviewed current activities of the Joint Oversight Board Housing Task City Council Workshop Meeting January 13, 2020 Page 1 of 3 Force. She noted several properties were identified by the Housing Committee for rezoning and recognized that a comprehensive plan amendment would be needed. Council Rules Committee: City Attorney Heidi Greenwood gave the presentation. She reviewed committee work and recommendations on Council and advisory board organization under Council Rules, the Council committee structure, and volunteer appreciation. It was noted that there is currently one open Councilmember position on this committee. Transportation Committee: Interim Public Works Director David Peterson gave a presentation summarizing the transportation projects, goals, policies, plans, and funding. Councilmember Faber reviewed some of the committees priority projects, Intergovernmental Committees with Councilmember Representation Led by Mr. Mauro, Councilmembers provided a quick overview of the outside boards, including the make up and the purpose of the body as follows: PEG Access - report by Ms. Sandoval (unassigned pending official action to disband) Alternative Electric Management Committee - report by Ms. Sandoval (unassigned pending official action to disband) North Olympic Development Council - report by Mr. Mauro Jefferson County Board of Health - report by Ms. Adams Jefferson County Developmental Disabilities Advisory Board - report by Ms. Adams Jefferson County Clean Water District - report by Mr. Mauro Jefferson County Behavioral Health Committee (formerly called the Substance Abuse Advisory Committee) - report by Ms. Speser Public Infrastructure Board - report by Ms. Sandoval Jefferson County/PT Regional Emergency Planning Committee - report by Ms. Speser Jefferson Transit Authority Board - report by Mr. Faber Peninsula Regional Transportation Planning Organization Executive Board - report by Ms. Speser Climate Action Committee - report by Mr. Mauro Fort Worden Advisory Committee - report by Ms. Adams Jefferson County/City of Port Townsend LEOFF Retirement Disability Board - report by Mr. Faber Jefferson Higher Education Committee - report by Ms. Sandoval East Jefferson Fire Rescue Joint Oversight Board - report by Mr. Mauro and Ms. Howard OlyCap Board of Directors - report by Ms. Howard Joint Growth Management Steering Committee - report by Ms. Sandoval JeffCom Administrative Board - report by Mr. Mauro, Mr. Faber, and Ms. Speser Port Townsend Main Street HUD Loan Committee - report by Ms. Adams DISCUSSION ITEMS Strategic Alignment of Committees City Council Workshop Meeting January 13, 2020 Page 2 of 3 Council discussed the advisory boards with Council liaisons. It was noted that those boards and commissions with statutory authority did not have assigned liaisons. There was some question whether there are limitations that would prevent a liaison on the Historic Preservation Committee. Mr. Mauro suggested that the strategic plan and priorities be discussed first before considering the context and alignment with these bodies. It was also noted that the Creative District might also require Council participation as well as City Manager and Mayor short-term participation on the Fort Worden PDA mission setting. Mr. Mauro agreed to attempt to draw the relationships and interconnectedness between the strategic plan and the bodies. There might also be an opportunity to decide how to represent City interest and opinions as it runs. Ms. Sandoval stated that not all preferences would be granted in favor of equitable assignments.
